A sole-source award to The Regents of the University of Colorado is required because the contemplated services involve proprietary historical and ongoing research studies, established research protocols, and approved affiliate collaborations between the Department of Veterans Affairs and the University of Colorado. These existing studies and collaborations rely on the University s proprietary research database and associated platform, which cannot be replicated, transferred, or reasonably integrated with another vendor s system without compromising data continuity, research integrity, security, and operational effectiveness .

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to this requirement no later than 09:00 AM Mountain Standard Time, Tuesday, November 10, 2026. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice.
