Amendment 2

The purpose of the Amendment 2 is the following:

1) Provide Government responses to Industry questions/clarifications received from October 27, 2026 through October 30, 2026 (Amendment 2 70FB8027Q000000003 Gov Responses). 

2) Provide Amendment 2_70FB8027Q000000003 - Attachment 1 Statement of Work.

Amendment 1

The purpose of this Amendment 1 is the following:

1) The SAM Notice ID is revised from 70FB827Q00000003 to 70FB8027Q000000003.  Quoters submissions shall include 70FB8027Q00000003.

2) Revised the solicitation Description to read the following under (1) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12.  This announcement constitutes solicitation.  Offers are being requested and a separate written solicitation will not be issued. 

3) Provide responses to Questions/Clarifications received through October 26, 2026.  The Question submission date remains October 30, 2026, 1:00pm ET. 

4) Provide Amendment 1_70FB8027Q000000003 Attachment 1 Statement of Work

5) Provide Amendment 1_70FB8027Q00000003 Attachment 2 Terms and Conditions. 

6) Provide Amendment 1_70FB8027Q00000003 Attachment 3 Past Performance Questionnaire.

7) Provide Amendment 1_70FB8027Q000000003 Attachment 4 Pricing Table.

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12.  This announcement constitutes solicitation.  Offers are being requested and a separate written solicitation will not be issued. 

Solicitation Number 70FB8027Q00000003 is issued as a Request for Quote (RFQ) for Retro Fit Shower and Accessories Installation Kit, to include inside Transportable Temporary Housing Units (TTHUs) to support displaced individuals with disabilities. 

This acquisition is a full and open competition.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul/far-part-deviation-guide.

(ii)  A list of line-item number(s) and items, quantities, and unit of measure, is at Attachment 4 - Pricing Table. 

(iii)  The Department of Homeland Security (DHS), Federal Emergency Management (FEMA), proposes to issue a multiple award Blanket Purchase Agreement (BPA) contract vehicle to provide commercial household Retro Fit Shower and Accessories Installation Kits, which are required in each Transportable Temporary Housing Units (TTHUs) to support displaced individuals with disabilities. See Attachment 1: Statement of Work for a detailed description of the requirements. 

(iv)  The date(s) of delivery and acceptance are based on agency need.  See Attachment 1: Statement of Work for the specific f.o.b points.

(v)  The provisions that apply to this acquisition are in Attachment 2: Terms and Conditions.

(vi)  The contract clauses that apply to this acquisition are in Attachment 2: Terms and Conditions.

(vii)  Questions must be submitted via email to the cognizant Contracting Officer (CO), Keturah Stroy at Keturah.Stroy@fema.dhs.gov, no later than October 30, 2026, at 1:00 p.m. ET.  

(viii)  Quotes must be submitted via email to the cognizant Contracting Officer (CO) Keturah Stroy at Keturah.Stroy@fema.dhs.gov no later than November 13, 2026, at 1:00 p.m. ET.

(ix)  The North American Industry Classification System (NAICS) code for this requirement is 332913 - Plumbing Fixture Fitting and Trim Manufacturing.
