Description

From SAM.gov

Federal Organization Issuing Notice: U.S. Army Corps of Engineers (USACE), Fort Worth District, Contracting Division

DESCRIPTION

The Fort Worth District is requesting industry feedback on draft Division 01 Specification revisions for construction projects utilizing an Other Transaction Authority (OTA) procurement method.

What is an Other Transaction?

An Other Transaction (OT) is a legally binding agreement entered into by the Government under specific statutory authority. OTs are not procurement contracts and are not subject to the Federal Acquisition Regulation (FAR). Title 10 U.S.C. § 2808a authorizes the use of OTs for certain facility construction and repair projects. The executed OT Agreement establishes the terms, conditions, responsibilities, and performance requirements applicable to the project.

HOW TO PROVIDE FEEDBACK:

Industry responses and/or feedback are to be submitted via "Bidder Inquiry" in ProjNet (https://www.projnet.org) no later than 1700 CT on November 19, 2026. Respondents shall not submit proprietary or sensitive information through the Bidder Inquiry module.

The Fort Worth District is seeking industry feedback to improve upon and better align its approach with commercial practices. Revisions and redlines are left in the draft Division 01 documents to show Industry where the Fort Worth District is currently streamlining this division and the changes that are being considered. Industry comments and feedback received will be used to refine the draft documents.

The attachment provided for industry feedback is for informational purposes only. The Fort Worth District does not intend to respond to questions but will consider all comments and feedback received for future updates to the Division 01 Specifications.
