IB278, PF264, PF270 - MULTIPLE FACILITIES ROOF REPLACEMENT PROJECT

The work generally consists of the demolition and removal of existing roofing systems at three City of Chino facilities and the furnishing and installation of new roofing systems utilizing Garland roofing materials and systems specified herein. Work at City Hall shall also include the removal of the existing tile roofing system in the areas designated for replacement and the installation of a new metal seam roofing system, as specified herein.

**Required:** The Bidder shall be an authorized and approved installer of The Garland Company, Inc. roofing products specified for this project at the time of bid submittal. The selected Contractor shall maintain such approved installer status throughout the duration of the Contract. No exceptions will be permitted.

The work shall include all required roof preparation, substrate preparation, repairs, flashing, penetrations, accessories, and other related work necessary for the complete installation of the new roofing systems. The Contractor shall furnish all labor, materials, equipment, tools, supervision, and incidentals necessary to complete the work in accordance with the Contract Documents, project specifications, Scope of Work, manufacturer requirements, and all applicable codes and regulations. The work shall include all items identified in the Contract Documents and discussed or identified during the mandatory bid walk, whether specifically stated herein or reasonably necessary to provide complete and functional roofing systems at each facility.

Bid Schedule items

• A.3: City Hall Facility - low-slope roof replacement, removal of existing pitched tile roofing, and installation of new metal seam roofing. Approximate Roof Areas: Low-Slope Roofing – 16,000 SF; Pitched Roofing – 5,000 SF.
• A.4: Former Chaffey College Facility - low-slope roof replacement. Approximate Roof Area: Low-Slope Roofing – 9,500 SF.
• A.5: Former Massage Parlor Facility - low-slope roof replacement. Approximate Roof Area: Low-Slope Roofing – 2,000 SF.
• A.6: Asbestos abatement and remediation at the Former Massage Parlor facility located at 12923 Central Avenue.
• A.7: Allowance of **$25,000** for the unforeseen repair or replacement of existing roofing-related components discovered during construction.

Submission method

Bids will be received electronically (online only) via the City of Chino’s PlanetBids portal at http://www.planetbids.com/portal/portal.cfm?CompanyID=26384 until **2:00 p.m., November 12, 2026**. Late bids will be rejected.

Award

If the City awards the Contract, it will award the Contract to the lowest, responsive, responsible bidder as determined solely by the City.

Bonds

All Bids shall be accompanied by cash, a certified bank draft, or a bond from an accredited surety company payable to the City of Chino for an amount not less than ten percent (10%) of the bid submitted. The successful bidder is required to furnish a Bid Bond in the amount of 10% of the contract amount, Labor and Materials Bond in an amount of 100% of the contract amount, Faithful Performance Bond in an amount equal to 100% of the contract amount, and a Warranty Bond in the amount of 10% of the contract amount.

Contract term

The Project or Work is anticipated to begin on Monday, January 11, 2027. The Project or Work must be completed within 60 working days after the commencement date stated in the Notice to Proceed.

Licensing

The Contractor shall possess and maintain a valid California Class C-39 Roofing contractor’s license at the time of bid submittal and throughout the entire term of the contract.

Site visit

The pre-bid meeting is **mandatory**.
