Las Virgenes Municipal Water District (LVMWD) and Triunfo Water and Sanitation District (TWSD), collectively the Districts, are jointly soliciting proposals to select one independent certified public accounting firm. The selected firm will enter into two separate contracts: (1) an LVMWD contract covering separate annual financial statement audits of LVMWD, the Las Virgenes-Triunfo Joint Powers Authority (JPA) and the Las Virgenes-Triunfo Public Financing Authority (PFA); and (2) a TWSD contract covering its separate annual financial statement audit. Four separately issued financial statement audit reports are required each year.
It is anticipated that the engagement will be for an initial term that will cover the fiscal years ending June 30, 2027, 2028, and 2029, with separately exercisable one-year renewal options for the fiscal years ending June 30, 2030, and 2031.
The auditor shall perform four separate annual financial statement audits and issue an independent auditor’s report for each of LVMWD, TWSD, the JPA, and the PFA, expressing opinions on the applicable opinion units in accordance with U.S. generally accepted accounting principles. The LVMWD contract includes the LVMWD, JPA, and PFA audits; the TWSD contract includes the TWSD audit. [...] The auditor shall coordinate interentity balances, transactions, reporting-entity conclusions, and completion dates across the four reports. The scope includes opening balances and predecessor-auditor coordination in the first year.
When a Single Audit is required for an entity, the auditor shall audit the Schedule of Expenditures of Federal Awards (SEFA) as required by 2 CFR Part 200, including reporting on its fair presentation in relation to the financial statements as a whole, and perform the required major program compliance and internal control procedures.
Reports
Following the completion of the audit of the fiscal year's financial statements, the auditor shall issue:
1. Four separately issued financial statement audit reports, one for each audited entity, including the PFA.
2. Reports on internal control over financial reporting and compliance and other matters required by Government Auditing Standards for each applicable entity.
3. Required communications to those charged with governance, including significant audit findings, significant deficiencies and material weaknesses, and other required matters; proposed adjusting entries and uncorrected misstatements; and management letters addressing other recommendations, if any.
4. For each entity requiring a Single Audit, the reports required by 2 CFR Part 200, including major program compliance and internal control reporting, the SEFA and related reporting, and the schedule of findings and questioned costs.
5. Assistance completing the Federal Audit Clearinghouse data collection form and reporting package, including the auditor’s required certification.
6. Final signed reports in searchable PDF and editable financial statement and schedule files in commonly used Word and Excel formats, excluding proprietary audit documentation.
