What the bid is for

The City of Santa Monica (the “City”) is seeking the proposals from qualified firm to provide Cal OSHA required safety training services to the City’s staff as required by the City and Cal OSHA.

The City of Santa Monica employs approximately 2,000 workers to deliver traditional municipal services (e.g., police, fire, public works, parks and recreation, etc.) and operate a bus system, sanitation service, and a municipal airport. Keeping up with the varied and unique safety needs of this diverse workforce is challenging and requires the City to augment its in-house Safety Program with private safety consultants that help to provide a wide variety of safety trainings ranging from 1-hour general Cal OSHA required topics and tailgate talks, to certification level training topics like Fall Protection, HAZWOPER, Confined Space, CPR/AED/First Aid, Respiratory Silica, etc.

Scope

Scope of Work

The consultant must:

1. Meet with the Safety Administrator to develop an agreed upon annual training schedule. The schedule will identify the safety training sessions to be provided each department/division, along with a timeframe for when the sessions will be carried out.
2. Work with department/division representatives designated by the Safety Administrator to make arrangements to deliver the training sessions identified in the annual training schedule. The training will be provided on City premises during periods that ensure the greatest employee participation and are most convenient to departmental operations. This may require the consultant to provide training sessions as early as 6am and as late as 9pm.
3. Provide approximately 100 one hour, “general” safety training sessions annually on topics selected by the Safety Administrator (see list in section B below). The training sessions will include an instructor presentation, interactive learning, post-training retention quiz, and where applicable, video and on-site practical demonstration. Class sizes will generally range from 10 to 40 participants.
4. Provide approximately 25 advanced/specialized safety training sessions on topics selected by the Safety Administrator (see list in section C below). The training sessions will include an instructor presentation, interactive learning, post training retention quiz, and where applicable, video and on-site practical demonstration. Further, the training sessions must satisfy the time required for certification or recommended by the Consultant. Class size will vary by topic, but, generally should not exceed 25 participants per session.
5. Provide additional miscellaneous safety training sessions that arise during the year as directed by the Safety Administrator.
6. Supply all course materials, teaching aides (e.g., video presentations, power-point presentations, etc.), and certification paperwork (as applicable) for all training sessions. Further, the consultant will ensure all training session presentations and course materials meet the requirements stipulated by CCR Title 8 for the specific topic being presented.
7. Document training session attendance and provide a copy to the appropriate department/division supervisor and Safety Administrator.
8. Assist the Safety Administrator as a consultant on safety specific areas of need where a subject matter expert or specialist is needed.
9. Assist the Safety Administrator with safety plan/program development, Job Safety Analysis, Job Hazard Assessment, or Standard Operating Procedures (SOP) where needed.
