Smart Controller and Automatic Landscape Irrigation System Repair and Maintenance Services

You are invited to review and respond to this IFB 07A6532, Smart Controller and Automatic Landscape Irrigation System Repair and Maintenance Services in the Counties of Los Angeles and Ventura. [...] This Agreement requires Prevailing Wages if the total bid amount exceeds $15,000. If the total bid amount is under $15,000, then Prevailing Wage language will be removed prior to award.

Contractor shall furnish all labor, parts, materials, supplies, tools, travel, equipment, and incidentals necessary to provide Smart Controller and Automatic Landscape Irrigation System Repair and Maintenance Services to Caltrans.

The total bid proposal for this Agreement must not exceed **$484,000.00**. A bid amount more than $484,000.00 will be deemed non-responsive and will be rejected.

Contractor shall furnish all labor, parts, materials, supplies, tools, travel, equipment, and incidentals necessary to provide Smart Controller and Automatic Landscape Irrigation System Repair and Maintenance Services to Caltrans.

Refer to the *Proposed Form of Agreement*, Exhibit A, which is attached to this IFB, for a more complete description of services.

Bid Proposal items (*ADM-1412*)

• Item 1: All labor, parts, materials, supplies, tools, travel, equipment, and incidentals necessary to maintain and repair existing smart/automatic irrigation controllers, and auxiliary items at various Caltrans Maintenance Stations per STD 213, Exhibit A, Scope of Work.
• Item 2: All labor, parts, materials, supplies, tools, travel, equipment, and incidentals necessary to maintain and repair existing smart/automatic irrigation controllers, auxiliary items, and traffic control on Caltrans Right of Way along various routes per STD 213, Exhibit A, Scope of Work.
• Item 3: All labor, parts, materials, supplies, tools, travel, equipment, and incidentals necessary to repair electrical wiring on existing smart/automatic irrigation systems/controllers on Caltrans Right of Way per STD 213, Exhibit A, Scope of Work.
• Item 4: Maximum allowable expenditure for all parts, materials, supplies, fees, and permits per Exhibit A, Item 11. Actual cost will be reimbursed based on submitted original receipts.

**Submission method:** All bids must be mailed or hand-delivered to the Caltrans Division of Procurement and Contracts, Bid Unit, 1727 30th Street, 4th Floor, MS 65, Sacramento, CA 95816-7006, by **2:00 p.m. on 11/10/2026**. Late bids will not be considered. Bids received in electronic format will not be accepted.

Bid opening will be held via teleconference on 11/10/2026 at 2:30 p.m.

**Minimum qualifications (required):** A current and valid C-27 - Landscaping Contractor license issued by the Contractors State License Board (CSLB) and a valid and current registration with the Department of Industrial Relations (DIR).

**Evaluation:** Agreements will be awarded to the lowest responsive and responsible bidder. SB Preference will be granted on this IFB. A DVBE incentive does apply to this IFB.

**Bonds:** The successful bidder will be required to provide, prior to commencement of work under a Service Request, a Payment Bond for one hundred percent (100%) of the total Service Request, if the Service Request price is $25,000 or more.

**Insurance:** The bidder who receives the Agreement award, will be requested to provide a Certificate of Insurance providing proof of insurance to the Division of Procurement and Contracts within 10 working days after the date of notification of award.
