What the bid is for

The City of Pensacola (“CITY”) Housing Department (“CPHD”) is soliciting proposals from qualified, licensed, and insured professional real estate appraisers (“APPRAISER”) to provide real estate appraisal services (“SERVICES”) for properties participating in federally and state-funded housing programs – including, but not limited to, the Community Development Block Grant (CDBG), Community Development Block Grant – Disaster Recovery (CDBG-DR), HOME Investment Partnerships Program (HOME) and the State Housing Initiatives Partnership Program (SHIP) – as well as for vacant or undeveloped parcels. These properties may be eligible for substantial rehabilitation or replacement under program guidelines and require valuation to ensure compliance with applicable federal, state, and local regulations.

This is a non-exclusive, as-needed agreement. Project assignments may vary in site conditions, size, and complexity. The City reserves the right to award multiple contracts or reject all responses.

Scope

Selected APPRAISER will be required to perform SERVICES consistent with federal regulations (including 24 CFR 92.254) and industry standards. For each assignment, CPHD will provide written work specifications and/or proposed rehabilitation. Title work and surveys may be made available upon request.

For each assigned property, the appraisal must include:

  • "As-Is" and "After-Rehabilitation" Valuation: Determination of the current “as-is” market value of the property. Estimated market value after completion of the proposed improvements.
  • Required Appraisal Format: Standard Fannie Mae Form 1004 (or equivalent format if appropriate for land-only appraisals). Appraisal must reflect detailed descriptions of physical characteristics, encumbrances, title, zoning, highest and best use, and ten-year sales history of the subject property.
  • Approaches to Value: Use of all applicable approaches (Sales Comparison, Cost, and/or Income), based on the nature of the property. Clear reconciliation of approaches to support final opinion of value.
  • Comparables: At least three (3) comparable sales with analysis of physical, legal and economic characteristics. Disclosure of transaction details, including financing terms and verification of sale data.
  • Certification and Effective Date: Each appraisal must be signed, dated, and certified by the APPRAISER, and must clearly state the effective date of valuation.
  • Update Appraisal: An updated appraisal may be requested upon project completion.
