What the bid is for

Escambia County Waste Services Department is looking for a qualified contractor to rehabilitate approximately 5,000 square feet of our transfer station tipping floor which is located at 2906 North Palafox Street, Pensacola, Florida 32501. The work is intended to provide a durable, bonded, severe-duty cementitious wearing surface suitable for front-end loaders, transfer-station traffic, and the abrasive service conditions associated with municipal solid waste handling.

The Escambia County Palafox Transfer Station provides commercial haulers a place to drop off waste collected from the surrounding area. The waste is consolidated into larger vehicles and hauled to Perdido Landfill, which reduces large vehicle traffic and preserves Escambia County roadways. Over time the flooring has degraded substantially due to regular operations and needs to be rehabilitated.

Scope

Contractor is to furnish all labor, materials, equipment, supervision, transportation, mobilization, safety measures, cleanup, and incidentals required for a complete installation.

  • Saw cut and mechanically remove existing concrete as necessary to create sound, keyed termination points at the entrance edge, interior bay joint, and other required termination locations.
  • Mechanically prepare the existing concrete by shot blasting to remove laitance, deteriorated material, grease, oil, and contaminants and to establish a suitable bonding profile. Acid etching is prohibited.
  • Provide the topping manufacturer's recommended bonding agent or primer compatible with the topping system and prepared existing concrete substrate. Epoxy bonding systems are acceptable but are not mandatory unless required by the topping manufacturer. The bonding system shall be included within the installed-system warranty.
  • Install a manufactured heavy-duty cementitious topping over approximately 5,000 square feet. The Base Bid shall be based on an average installed thickness of approximately 2 inches, adjusted as required by existing floor conditions and finished elevations. No portion of the proposed system shall be installed below the manufacturer's published minimum thickness, and the complete system shall be manufacturer-approved for the actual installed thickness.
  • Install and restore control joints.
  • Cure the completed installation in strict accordance with the manufacturer's requirements until the floor is suitable for normal transfer-station traffic and heavy equipment.
  • Remove construction debris and leave the work area clean, safe, and ready for County operations.

Base bid thickness - Utilize 5,000sf at 2" for the base project bid. An additional line item will be provided given the fact that there may be some areas that exceed the 2" thickness in the base bid. County must be notified and approve of the additional CY rate for these specified areas prior to installation.

At a minimum the compressive strength must be 8,500-1000 PSI @ 7 Days and 9,000-12,000 @ 28 days.

Due to the nature of the facility, floor must be ready for use as soon as possible. The County would like the contractor to plan on using a weekend to complete work to minimize down time.
