Purchase of State and Federal Freshwater Herbaceous and Forested Wetland Mitigation Functional Credi

The Florida Department of Transportation, Florida’s Turnpike Enterprise ("Department"), is soliciting written Bids from qualified Bidders to establish one or more Contracts for the provision of state and federal freshwater herbaceous and forested wetland mitigation functional credits to offset state and/or federal wetland impacts in Lake County, Florida. The Department intends to purchase state and/or federal freshwater herbaceous and forested wetland mitigation functional credits from the lowest Bidder or the lowest combination of Bidders to meet the needs of the project.

It is anticipated that the initial term of the Contract(s) will be effective for a period of three (3) years following the date of issuance of the first Task Work Order (TWO).

Details of the services, information, and items to be furnished by the Vendor are described in Technical Specifications attached hereto and made a part hereof.

The Department intends to purchase state and/or federal freshwater herbaceous and forested wetland mitigation functional credits from the lowest Bidder or the lowest combination of Bidders to meet the needs of the project.

The Department reserves the right to award a Contract to one or more responsive and responsible Bidders based on cost per credit in order to meet the Department's quantity requirements for state and federal freshwater herbaceous and forested wetland mitigation functional credits.

Submission method

The Bidder must submit its Bid electronically by e-mail to TP.Purch@dot.state.fl.us. The subject line of submittal e-mails must show: "DOT-ITB-27-8017-MB - Bidder’s name". Bids shall be submitted in portable document format (PDF) and each e-mail is limited to a size of 20 MB.

**Bids due:** 11-10-2026 at 02:30 PM Eastern Time. Public opening is 11-10-2026 at 03:00 PM, in person only, at Florida’s Turnpike Enterprise, M.P. 263, Building 5315, Ocoee, FL 34761.

Required

• Bidders must be registered in the State of Florida’s MyFloridaMarketplace system by the time and date of the public opening or they may be considered non-responsive.
• The Bidder must complete and submit Exhibit "C," *Bid Blank*. Failure to do so will result in the Bidder being deemed non-responsive.
• *Form 1*, *Form 2*, *Form 3* and *Form 4* must be completed and submitted by the Bidder with its Bid.

Award and bonds

The Department intends to purchase from the lowest Bidder or the lowest combination of Bidders. A Performance Bond is not required for this project.

Contract term

It is anticipated that the initial term of the Contract(s) will be effective for a period of three (3) years following the date of issuance of the first Task Work Order (TWO).
