RFQ-27-02 Design Build Services for Sertoma Park Football Renovations

The City of Winter Haven (City) is interested in receiving qualifications from experienced design-build teams for the delivery and furnishing of all necessary materials, labor, equipment, and professional services for the design and construction of improvements at Sertoma Park Football Complex. The estimated commencement for the project (design) is anticipated to start Winter 2027 and phased construction will commence immediately upon agreement on the design and Guaranteed Maximum Price. This project will be a phased approach.

The project information included in this RFQ is preliminary in nature. There is no work guaranteed as a result of being shortlisted or top-ranked through this solicitation.

The intent of this Design Build Project is primarily to renovate the football complex at Sertoma Park. However, if complimentary scope items are needed within adjacent rights of ways, City owned/controlled property, items may be considered. One of the first tasks will also include a long term conceptual phased master plan for the entire park with a focus on the football complex renovations but also incorporating additional long-term needs & plans for the overall park.

The primary focus of the scope of work is anticipated to update the field lighting to modern LED Sports Lighting, upgrades & possible expansion/additions to the concession/press box/restroom building, field upgrades, fencing/gates addition & replacement, fan area upgrades and other complimentary upgrades.

The general scope of work is envisioned below:

• Phase 1: Evaluation & Planning Phase
• Development of program meeting with stakeholders including the City, league and possible public
• Evaluation of needs & methods. For example, evaluating needs and options for each scope item with associated cost estimates & due diligence.
• Schematic Phased Design Master Plan for the entire park. This will include the immediate scope as well as master planning for longer term needs to help guide future improvements if further improvements to the park become available.
• Necessary Utility Upgrades for the site and proposed improvements (including water, sewer & irrigation as/if needed)
• Cost Estimate for the schematic phased design master plan
• Prioritization of the master plan to meet project goals and budget
• Phase 2: Design & Specifications Phase
• This phase will include the following design, permitting and exploratory work as prioritized and informed from Phase 1
• Phase 3: Construction Phase
• Pending scope items, long lead times or other rationale, construction scopes may be issued in multiple packages at all phases of the project.

The current allocated funds for design and construction of this project are approximately **$1.5 Million US dollars**.

Sealed responses will be received by the City of Winter Haven until **2:00 pm, Friday, November 20, 2026**, at our online solicitation platform. A public bid opening will be held virtually at 2:01 pm on the date shown above via Zoom.

Questions concerning this bid must be submitted on or before **2:00 pm, Thursday, November 12, 2026**, through the Procurement Portal.

Firms interested in the above project should submit a Statement of Qualification (SOQ) which includes a cover letter and detailed qualifications for the scope of work of approximately 20 pages in length (excluding resumes). Resumes for Key team members, organizational chart and City forms should be incorporated as an appendix.

Each ranked proposer will be required to provide a statement from an A- or better surety company describing the Proposer's bonding capacity. Firms (including shortlisted firms) will not receive any stipends or compensation for their proposals provided under this solicitation.
