What the bid is for

The City of Fort Valley, Georgia (the "City"), through Danny Lamonte of Municipal Central LLC acting on the City's behalf, invites bids, submitted by email, for self-contained breathing apparatus (SCBA), spare cylinders, and facepieces for the Fort Valley Fire Department. This purchase is funded with proceeds of the Peach County Special Purpose Local Option Sales Tax approved in 2008 ("SPLOST 2008"), under the Public Safety Equipment project category.

This RFB is structured in TWO TIERS covering the same quantities. A bidder may bid Tier 1, Tier 2, or both. The City will award ONE tier only - all lines within that tier - to the lowest responsive and responsible bidder for that tier.

  • TIER 1 - BASE BID: NEW equipment to the Department's current configuration (Section 3.2).
  • TIER 2 - ALTERNATE BID: professionally REFURBISHED equipment, tested and certified (Section 3.3).

Scope

Quantities and requirements common to both tiers

  • Line 1: SCBA packs - 11 each. Line 2: spare cylinders WITH valves - 11 each. Line 3: facepieces - 15 each, all size Medium.
  • All equipment must be compatible as a working system (packs, cylinders, valves, and facepieces fully interchangeable).
  • The successful bidder must provide in-service training/orientation for Fire Department personnel at no additional charge, plus operation and maintenance manuals and a parts list.
  • Optional Line 4 (either tier): a second set of 11 cylinders with valves, priced separately. Line 4 is NOT included in either tier total; the City may add it to the award at its option.

TIER 1 - NEW equipment

  • Equipment must be NEW and unused, current production, covered by the manufacturer's full warranty.
  • SCBA: 3M Scott Air-Pak X3 Pro or approved equal, 4,500 psig, certified by NIOSH under 42 CFR Part 84 and compliant with NFPA 1981 (2018 edition) and NFPA 1982 (2018 edition, PASS).
  • Cylinder connection: Snap-Change quick connection. Personnel accountability: SEMS II Pro telemetry.
  • Cylinders: fully wrapped carbon fiber, 4,500 psig, 45-minute nominal duration, DOT/TC certified, 15-year service life, manufacture date within 12 months of delivery, valves included, shipped empty.
  • Facepieces: 3M Scott AV-3000 HT or approved equal, Kevlar 5-strap head harness, size Medium, compatible with the Line 1 regulator.

TIER 2 - REFURBISHED equipment (alternate)

  • Equipment must be professionally refurbished by the vendor and fully tested and certified before delivery. Each SCBA must pass a documented function/flow test, and the vendor must deliver the test record for every unit and cylinder with the equipment.
  • SCBA: 3M Scott X3 platform (NFPA 1981, 2013 edition or later) or approved equal, 4,500 psig.
  • Cylinder connection: CGA threaded connection is acceptable in this tier. SEMS II Pro telemetry is NOT required in this tier.
  • Cylinders: fully wrapped carbon fiber, 4,500 psig, 45-minute nominal duration, valves included, shipped empty.
  • Facepieces: 3M Scott AV-3000 HT or approved equal, cleaned and tested, size Medium, compatible with the Line 1 regulator.
  • Warranty: a written warranty of at least two (2) years on all Tier 2 equipment is required.
