The State of Hawaii, Department of Human Services, Social Services Division, is currently soliciting proposals from qualified applicants to provide Kaʻū ʻOhana Support Services. Kaʻū ʻOhana Support Services are community-based child welfare prevention and family support services for families in the Kaʻū district of East Hawaiʻi. The purpose of these services is to strengthen families and prevent unnecessary foster care placement through comprehensive assessments of child and familial needs, individualized program planning, intensive parenting support and family skill-building, parental life skills groups, case management, and outreach services.
The Work Plan shall be a comprehensive guide to services provided by the Applicant’s program. It shall describe not only what services will be offered but how those services will be provided.
The Applicant shall complete the Work Plan for the following service activities and program requirements:
The Applicant shall assure that service activities will be provided in a manner consistent with the guiding principles of CWS Branch and the Service Goals detailed in Section 2 of this RFP.
Submission method
Submit a complete proposal in Portable Document Format (PDF) to the solicitation posted to the State of Hawaii eProcurement system (HIePRO). Proposals sent by facsimile (fax) shall not be accepted. Submit proposals in PDF format in at least three (3) parts for ease of transmission and reviewing.
Additionally, Applicants shall submit a Cost Proposal in the original Excel format (not PDF or an alternative file format) using the Cost Proposal Template published with this solicitation.
**Deadline:** 11/23/2026, 4:30 p.m., Hawaii Standard Time. A complete proposal submission is all components received by the specified date and time. No exceptions shall be made.
