Parking Garage Expansion - South/TNC Lanes

The Indianapolis Airport Authority (IAA/OWNER) is seeking the professional services of a qualified firm, or team of firms, (RESPONDENT) to provide professional engineering and design services associated with the Project(s) listed below. The RESPONDENT is invited to submit a Statement of Qualifications (SOQ) relative to the Project(s) listed below per the requirements in Section 2.

Project(s):

• Professional Design Services
• Parking Garage Expansion-South & TNC Terminal Access Lanes
• Indianapolis International Airport (Project Nos. I-27-11 & I-25-019)

The above referenced Project will ultimately be delivered utilizing the provisions of IC 5-32 Employment of Construction Managers as Constructors (CMc) for Projects. The RESPONDENT deemed the most qualified from this Request for Qualifications (RFQ) solicitation will be expected to collaborate with the selected CMc team during all phases of the project.

The scope of this project is to design and construct additional parking spaces adjacent to the existing garage and provide dedicated TNC lanes between the existing Ground Transportation Center (GTC) and the Arrivals area. The parking expansion is planned to be sited along the south side of the existing structure and will consist of five (5) levels of parking to include an additional 1,600 parking spaces. The dedicated loading area for TNC pickup/dropoff is anticipated to consist of four (4) lanes and be sited between the GTC and Arrivals roadway.

Anticipated Professional Services:

• Survey
• Review of Record Information
• Utility Evaluation in close coordination with IAA
• Drainage Evaluation in close coordination with IAA
• Field Investigation
• Design including Architectural, Structural, Civil, and MEP Services
• Geo-technical Engineering Investigation
• Coordination of Environmental Elements
• Sustainability Design/Coordination
• Collaboration with the CMc
• Detailed Cost Estimates
• Permitting Plan
• Attendance at Bi-weekly Design Meetings with the Owner/CMc

These services shall be provided in conjunction with the services of the CMc and additionally include:

• Guaranteed Maximum Price reconciliation
• Support for Contractor Outreach
• Bid Reviews and Recommendations for Award
• Change Management reviews

Construction Testing and Inspection services are not part of this RFQ.

Expected Deliverables:

• Design Deliverables: 10% Schematic Design Documentation; 30% Design Documentation with planning level Cost Estimates; 60% Design Documentation for CMc Final Guaranteed Maximum Price (GMP) with updated Cost Estimates for reconciliation of the GMP; 90% Design Documentation with detailed engineering Cost Estimates
• Final Plans, Specifications, and Request for Bid Packages (Multiple Packages anticipated dependent upon CMc Construction Delivery Schedule)
• Bidding Services including recommendations and/or GMP Reconciliation/reviews
• Construction Administration Services

All SOQs shall be submitted electronically via PlanetBids. Any SOQ received after the SOQ Due Date and Time will not be considered for this Project.

The SOQ shall be limited to a total of 20 pages. Fonts should be easily readable and be no smaller than 10 point.

The contract term for professional services will be dictated by the scope of services as shown in Exhibit A.

All SOQs made in response to this RFQ must remain open and in effect for a period of not less than one hundred eighty (180) days after the due date for the SOQs.

The selection will be based on the best overall SOQ as determined by the selection committee. All committee personnel will use the evaluation criteria stated above.

The pre-SOQ submittal meeting will be held at the Auditorium of the Planning and Development Office located at 3747 S. High School Road, Indianapolis, IN 46241.
