What the bid is for

The Board of Trustees of Howard Community College invites proposals from qualified Tellabs-certified or Tellabs-experienced integrators to replace the College's existing Motorola Passive Optical Network (PON) equipment with Tellabs equipment, including a redundant OLT architecture and IEEE 802.1X network access control integration.

Howard Community College ("College") is requesting proposals from qualified Tellabs-certified or Tellabs-experienced integrators to provide all necessary labor, project management, configuration, integration, testing, documentation, and migration services required to replace the College's existing Motorola Passive Optical Network (PON) equipment with the Tellabs equipment identified in the College-provided Bill of Materials (BOM), including IEEE 802.1X network access control on applicable interfaces.

Scope

The College's current environment consists of a Motorola PON network supporting campus voice, data, and multicast services. This project aims to modernize the campus PON environment by replacing active electronics in campus offices and telecommunications spaces while maintaining and reusing the existing outside plant infrastructure wherever feasible.

The College intends to implement a redundant Tellabs Optical Line Terminal (OLT) architecture. To support OLT redundancy and improved resiliency, the College will replace existing 1x32 optical splitters with 2x32 optical splitters. [...] Existing OLT locations will remain unchanged, and the Tellabs OLTs shall be installed in the same telecommunications spaces currently housing the Motorola OLT equipment.

Included in Scope

  • Installation of the Tellabs equipment identified in the College-provided BOM (Section 1.16).
  • Removal and disposal, or return to college inventory, of replaced Motorola office equipment as directed by the College.
  • Configuration of Tellabs OLTs and Optical Network Terminals (ONTs).
  • Migration of voice, data, multicast, and applicable network access control services.
  • Configuration and integration of IEEE 802.1X on applicable Tellabs interfaces.
  • Validation of voice, data, multicast, 802.1X authentication, and network services.
  • Project management, cutover support, testing, acceptance, and as-built documentation.
  • Replacement of existing 1x32 optical splitters with 2x32 optical splitters to support a redundant Tellabs OLT architecture.
  • All splitter installation, fiber terminations, patching, labeling, and testing required to support the new splitter configuration.
  • Installation of Tellabs OLT equipment in the same physical locations currently occupied by the Motorola OLT equipment unless otherwise approved by the College.

Not Included in Scope

  • Existing outside plant fiber.
  • Existing underground conduit systems and fiber pathways.
  • Existing building entrance facilities, fiber distribution cabling, and fiber backbone infrastructure.
  • Existing telecommunications racks, cabinets, and power infrastructure where adequate capacity exists.
