The Town of Provincetown (“Town”), through its Chief Procurement Officer, is seeking proposals from qualified developers for the creation of mixed-income ownership housing on two adjacent town-owned parcels located at 26 Shank Painter Road and 15 Browne Street in Provincetown. The parcels total approximately 0.4 acres combined.
The purpose of this RFP is to select a developer with demonstrated experience and capacity to carry out a development project that best addresses the needs and goals of the community as described in this RFP.
The Town intends to enter into a Land Disposition Agreement with the selected developer and convey the property with a long-term ground lease (99-year) to the developer, with deed restrictions, whereby the Developer shall be responsible for construction, development, and management.
The Town would highly prefer a redevelopment that could be permitted through the Town’s existing zoning provisions, which allow a great deal of flexibility to encourage development of affordable housing. However, the Town will consider a development that would require a Comprehensive Permit per MGL c.40B if there are compelling reasons to pursue this regulatory path.
The Town would prefer development that includes accessible units (beyond the minimum required by law) and maximizes sustainability and energy efficiency.
Minimum threshold criteria
Proposals that do not clearly and fully convey these minimum criteria will not be considered. The Town reserves the right to waive minor requirements.
