The Watertown Housing Authority, the Awarding Authority, invites sealed bids from Contractors for the Housing Type: Special Needs 689 Development for the Watertown Housing Authority in Watertown Massachusetts, in accordance with the documents prepared by Studio 26 Design Collaborative, LLC.

The work is estimated to cost **$53,950** (Base Bid).

The Project consists of: The removal and legal disposal of existing broadloom carpet, VCT flooring, and rubber stair coverings across two (2) residential group home buildings. Work includes substrate conditioning and polymer-modified cement skim-coating over existing wood subfloors and original hardwood floors, installation of new Luxury Vinyl Tile (LVT) flooring throughout all common areas, hallways, kitchens, and closets, installation of new one-piece rubber stair treads, risers, and landing coverings, and the supply and installation of site-matched wood shoe molding to maintain existing wood baseboards in place.

Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive.

General Bids will be received until **2:00 p.m., Thursday 11/12/2026** and publicly opened, forthwith.

General bids shall be accompanied by a **bid deposit** that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the Watertown Housing Authority.

The Workforce Participation benchmark is set at 6.9% for women and 15.3% for minorities. The Workforce benchmark percentages are a statutory requirement under MGL c. 149 §44A(2)(G).
