What the bid is for

Respondents to this Request for Information (RFI) are invited to respond to any or all of the questions in this document. Responses to this RFI shall serve solely to assist the Commonwealth in understanding the current state of technology and the marketplace with regards to the solicited information or to inform the development of a possible solicitation for a Request for Responses (RFR) or other procurement in the future.

The Executive Office of Energy and Environmental Affairs and the Office of Climate Innovation and Resilience are interested in understanding current best practices and recent technological, methodological, and marketplace developments in remote sensing data sources and technologies (e.g. LiDAR; high resolution or hyperspectral imagery; aerial, satellite, or autonomous platforms), in situ field data collection, modeling, and related methods (e.g. artificial intelligence) for spatially explicit estimates of forest conversion, carbon stocks, and changes in forest extent and carbon stocks over time.

Scope

Requested Information

  • Respondent qualifications and relevant projects, including experience measuring and monitoring forest land conversion and carbon, and experience in Massachusetts or in regions with similar characteristics.
  • Measurement frameworks for estimating statewide forest conversion and carbon over time, including aboveground biomass, belowground biomass, and soil organic carbon.
  • Ground-based reference data and uncertainty, including how a third party could verify or validate the measurements.
  • Change detection and long-term consistency.
  • Data ownership, collaboration and interoperability.
  • Cost estimates and timelines, including estimated cost ranges for forest carbon measurement systems at a scale relevant to the Commonwealth and estimated timelines for designing, commencing, and completing forest carbon baseline calculations.
  • Additional information, including case studies, prior project descriptions, academic studies, or third-party resources.

Respondents may be requested to provide additional information or clarification, prepare presentations, or attend a meeting regarding this RFI.
