Muninet Fiber Maintenance and Repair

Pursuant to M.G.L. c. 30, § 39M, the North Attleborough Electric Department ("NAED") is soliciting quotes for labor in connection with the on-call repair of its fiberoptic network cabling in aerial, underground and interior installations in the Town of North Attleborough.

Repair involves approximately 40 miles of fiber plant, and includes furnishing all supervision and labor, including all other incidental services necessary to document the repair, including the disposal of the damaged fiber optic cabling, and all other replaced materials for the repair of the NAED fiberoptic network as set forth in the Specifications. All plant is single-mode fiber. NAED will furnish all new fiberoptic cabling, and such fixtures as may be required.

NAED seeks a service firm to provide emergency restoration services, repairing breaks or failures in the Muninet physical plant.

The contracted duties will consist of:

• 24 x 7, 4-hour onsite response to emergency service requests
• Dispatch emergency and non-emergency calls according to NAED instructions
• Maintaining historical records of calls received and actions taken
• OTDR verification of the repair, copy to NAED
• Transfer of historical record to NAED of all activities related to ERS on behalf of NAED
• Timely and accurate billing

North Attleborough Electric Department will supply materials (fiberoptic cable, enclosures, pole attachment hardware) from its inventory for service restoration. Should NAED not have inventory adequate for the service requirement, the vendor and NAED will resolve how to most-efficiently obtain the materials needed to repair the fiber network. The specific type and amount of materials kept onsite by NAED will be determined in discussions with the selected vendor.

Police details, if necessary, shall be billed directly to NAED and paid for by NAED.

**Submission:** Quotes shall be marked as, "Muninet Emergency Repair Services" and shall conform to the forms and instructions prepared for this solicitation. Quotes must be received not later than **12PM EST on November 20th, 2026**. No Quoting Vendor may withdraw its quote for a period of sixty (60) days, excluding Saturdays, Sundays, and legal holidays, after the date of opening quotes.

All quotes shall be submitted to North Attleborough Electric Department, 275 Landry Street, North Attleborough, MA 02760, Attention: Thomas Kane, Systems Engineer.

NAED will award the proposal to the lowest responsible and qualified proposer based on competitive proposals in full compliance with Chapter 30, Section 39M of Massachusetts General Laws, inclusive as last revised.

The successful bidder will be required to furnish a **Payment Bond**, in the amount of 50% of the total estimated contract price and issued by a company authorized to do business in the Commonwealth of Massachusetts and acceptable to North Attleborough Electric Department if the total for the three years is equal to or greater than **$25,000**.

Wage rates paid under this contract are subject to the minimum (prevailing) wage rates per M.G.L. Chapter 149, Sections 26 to 27G.

This quote is for three (3) years of service, covering 1/1/2027 to 12/31/2029.
