The Cass County Sheriff’s Office is seeking sixteen (16) complete 5.56mm NATO short-barreled patrol rifle packages for issue to deputies. Each package shall include a duty-grade rifle, sound suppressor, red dot optic and mount, folding backup iron sights, weapon-mounted light, sling, magazines, and hard case.
The rifles will be carried daily in patrol vehicles and used in critical incidents, and must therefore be built to a duty/military standard of materials, manufacture, and inspection. The Sheriff’s Office currently fields patrol rifles of this standard, and the rifles purchased under this bid must meet or exceed the quality of that existing fleet and be compatible with its magazines, accessories, and training.
Scope of Work
The vendor will be required to perform the following specific tasks:
1. Provide sixteen (16) new, complete patrol rifles. The rifle (upper and lower receiver groups, barrel, and bolt carrier group) shall be manufactured or assembled, test-fired, and warranted as a complete unit by a single established firearms manufacturer. Rifles assembled from parts kits or from components of multiple unaffiliated suppliers will not be accepted.
2. Each rifle shall meet or exceed the following minimum specifications: 5.56mm NATO chamber; forged 7075-T6 aluminum upper and lower receivers; 11.5 inch, 4150 chrome-moly-vanadium (CMV) steel barrel, 1:7 twist, 1/2x28 muzzle threads; free-floating M-LOK handguard of approximately 10.5 to 11 inches; ambidextrous charging handle and safety selector; enhanced single-stage duty trigger with consistent pull weight between 4.5 and 7.5 pounds; lower receiver laser engraved with Cass County Sheriff’s Office markings; rifle shall be capable of 2 MOA or better at 100 yards with quality match or duty ammunition.
3. Each rifle shall be headspace-checked, test-fired, and function-checked by the manufacturer before delivery.
4. Each rifle shall be compatible with commercially available drop-in 5.56mm marking cartridge conversion kits (Simunition FX or equal) without modification to the rifle.
5. Each rifle shall be delivered with the following, all new: three (3) 30-round polymer magazines, hard-sided rifle case, M-LOK rail covers, and a two-point padded, quick-adjust sling with QD attachment.
6. Each rifle shall be supplied with a sound suppressor rated for 5.56mm NATO on an 11.5 inch barrel and for sustained semi-automatic fire, with a manufacturer’s lifetime warranty.
7. Each rifle shall be supplied with a weapon-mounted light of minimum 1,000 lumens, LED.
8. Each rifle shall be supplied with a duty-grade red dot sight and mount that meet or exceed the following: 2 MOA dot; enclosed emitter; minimum 30,000 hour battery life; waterproof.
9. Each rifle shall be supplied with folding (flip-up) front and rear backup iron sights.
10. Rifles shall be delivered with all accessories installed (optic and mount, backup iron sights, light, rail covers, and sling), ready for zeroing.
11. Vendor shall prepare and process all ATF/NFA documentation required to transfer the short-barreled rifles and suppressors to the Cass County Sheriff’s Office as a tax-exempt law enforcement transfer, at no additional cost to the County.
12. The Cass County Sheriff’s Office reserves the right to request one (1) complete sample rifle package for test and evaluation before award.
13. Vendor shall provide replacement parts and warranty repair for the rifles and accessories.
