Planning Board Traffic Engineer

The Township Planning Board is seeking Respondent(s) that have expertise covering a wide area of activities in the field of municipal engineering. Firms and/or persons responding to this RFP shall be able to demonstrate that they will have the continuing capabilities to perform these services.

For the upcoming calendar year it is necessary for the Township of North Brunswick to engage legal, financial, consulting, environmental and engineering professionals and to engage the services of appraisers for tax assessments as an extraordinary unspecifiable service.

The services to be provided by the Respondent shall be as follows:

• On an as-needed basis, as determined by the Planning Board, become familiar with the off-tract roadway improvements incorporated in the NBTOD Traffic Study prepared by Maser Consulting, as well as the improvements incorporated in the Addendum to the NBTOD Traffic Study, also prepared by Maser; review plans for off-tract roadway improvements proposed by NBTOD Associates and make recommendations relative to whether said improvements meet the traffic performance standards spelled out in the Township Zoning Ordinance; review plans prepared for submission to the New Jersey Department of Transportation (DOT) or the County of Middlesex Engineering Department (MC), as well as analyses prepared to support said submissions in order to assure compliance with the improvements required by the Planning Board as a condition of development approvals for the NBTOD property; prepare any plans or analysis required to be prepared and submitted to NJDOT or MC in order to assure compliance with conditions of development approvals; attend meetings of the Planning Board or meetings with Township professionals and professionals for NBTOD Associates relative to offtract roadway improvements affecting State or county roadways.
• Any and all other engineering services that are not related to development applications but are under the direction of the Township Planning Board.

BIDs must be submitted online ONLY via the link on the Township's website. BIDs must be received by the website's "lockbox"; and submitted by Friday, November 13, 2026 at 11:00 am prevailing time. No paper proposals shall be accepted.

Once proposals have been opened, they shall remain firm for the period of sixty (60) calendar days.

The methodology for the awarding of this contract shall be based on an evaluation and ranking and will include a weighting of criteria, all developed in a way that is intended to meet the specific needs of the contracting unit, and where such criteria shall not unfairly or illegally discriminate against or exclude otherwise capable Respondents. When an evaluation methodology uses a weighting of criteria, the weighting to be accorded to each criterion will be disclosed to Respondents after the receipt of proposals.

All services outlined shall be billed monthly at an hourly rate, as per Rate Schedule [...] with a tern ending January 31, 2028.
