Low Voltage, Special System & General Services

The City of Artesia, NM, is requesting sealed bids from qualified contractors for Low Voltage, Special System & General Services on an as-needed basis.

The work generally consists of furnishing qualified labor, expertise, tools, equipment, materials, transportation, and related services for low-voltage and special-system work at City facilities. Services may include security and surveillance systems, fire monitoring, access control, cable running, mobile-device repair, PC component replacement, PC enhancement equipment, and troubleshooting of PC systems and mobile devices. Network and fiber services are excluded from this solicitation.

**MULTIPLE-AWARD NOTICE:** The City anticipates awarding contracts to more than one responsive and responsible bidder, subject to the award criteria and applicable procurement requirements. No contractor is guaranteed any minimum amount of work or expenditure.

The City of Artesia is soliciting sealed bids from qualified contractors to provide Low Voltage, Special System & General Services on an as-needed basis at City-owned or operated facilities. Projects may be short- or long-term and may occur throughout the City. The City may award agreements to multiple contractors. No minimum amount of work is guaranteed.

Scope of Work

The Scope of Work includes, but is not limited to:

1. Mobile phone repair, including screen or battery replacement as needed.
2. Availability and replacement of PC components, including motherboards, RAM, hard drives, power supplies, monitors, keyboards, mice, CPUs, and similar components.
3. Specification and installation of PC enhancement equipment, including KVM extenders, splitters, and related equipment.
4. Troubleshooting of PC systems and mobile devices, as needed.
5. Security systems, surveillance systems, fire monitoring, access control, and cable running.
6. Design, supply, installation, repair, replacement, maintenance, and related support for low-voltage and special systems when requested by the City.
7. Speakers and surround sound systems, including furnishing, installation, maintenance, repair, replacement, and troubleshooting of related audio equipment.
8. Portable audio and public address (PA) systems, including microphones, amplifiers, speakers, and associated equipment.
9. Projector systems, including furnishing, installation, configuration, maintenance, repair, and replacement of projectors and related equipment.
10. Projection screens and placement, including furnishing, mounting, positioning, adjustment, maintenance, and replacement of screens and associated equipment.
11. Control consoles and hubs, including furnishing, installation, configuration, maintenance, repair, and troubleshooting of audio/visual control equipment.
12. Portable media consoles, including furnishing, installation, setup, configuration, maintenance, repair, and replacement of related equipment.
13. HVAC controls, including furnishing, installation, configuration, maintenance, repair, replacement, and troubleshooting of electronic control systems and associated components.
14. HVAC computers, including furnishing, installation, configuration, maintenance, repair, replacement, and troubleshooting of computers and control interfaces associated with HVAC systems.

All services shall be provided on an as-needed basis as authorized by the City. Contractors shall furnish all necessary labor, equipment, materials, supplies, tools, and related services required to complete assigned work.

Network infrastructure and fiber-optic services are excluded from this Scope of Work.

Bids must be received no later than **10:00 a.m. (Mountain Time) on November 19th, 2026** at the City of Artesia Purchasing Department, 1805 S. 27th Street, Artesia, NM 88210. Bids must be submitted in a sealed envelope or container and be clearly marked with the words: Sealed Bid Enclosed, Bid # 26-0017- Low Voltage, Special System & General Services. Bids not submitted in a sealed envelope or container will not be accepted.

**Required** with the bid: signed *Bid Cover Page / Signature Page* (Appendix A), signed *Bid Price Sheet* (Appendix B), *Campaign Contribution Disclosure Form* (Appendix D), *Bid Submission Checklist* (Appendix F), and certificates of insurance showing coverage for general liability and workers' compensation.

The *Acknowledgment of Receipt Form* (Appendix C) must be received by the close of business on Wednesday, November 4th, 2026.

The City will evaluate bids based on submitted pricing and each bidder's qualifications, experience, service categories offered, and ability to perform the required services.

All bids shall remain valid and binding for a period of ninety (90) calendar days following the bid opening date.

The initial contract term shall be four (4) years from the effective date of the executed agreement. The City of Artesia reserves the option to renew the contract for up to four (4) additional years, for a maximum total contract term of eight (8) years.
