RFP 2026-14 (II) Concession Services for Bob Forrest Youth Sports Complex

The City of Carlsbad is seeking the services for concession stand operations for the Bob Forrest Youth Sports Complex. To that end, the Governing Body of the City of Carlsbad has authorized the request for proposals.

The intent of this proposal is to enter into a contractual agreement for the concession stand operations of the Bob Forrest Youth Sports Complex three (3) concession stands. The operations of all three (3) concession stands will be the sole responsibility of the contractor.

The City will continue to maintain the infrastructure of the concession buildings and all other services will be the responsibility of the contractor. Contractor shall maintain at their own expense public liability insurance with the City named as an additional insured. This multi-year contract, renewed annually, based on the satisfaction of both parties, up to a maximum of 4 years, including all extensions.

The contractor will have exclusivity except for tournaments and other big events at the discretion of the Superintendent and/or City Administration, when food trucks will be allowed to sell items that are not in direct competition with items sold by the contractor. The City will allow the contractor to have mobile or cart services or other sales methods with the approval of the Superintendent and/or/City Administration.

Contractor shall maintain at its own expense, public liability insurance, with the City named as an additional insured. This is to be a multi-year contract renewed annually based on the satisfaction of both parties.

The Bob Forrest Youth Sports Complex located at 3001 W Lea Street offers:

• Seven (7) full-size youth softball fields
• Four (4) full-size youth soccer fields
• One (1) football field
• Two (2) Junior/ Senior baseball fields
• Eleven (11) youth baseball fields

These fields are utilized year-round for youth recreation league play, tournaments, and other special events. Each area is equipped with large concession facilities including large rest rooms. The complex has a central parking area to accommodate multiple events simultaneously.

All submissions of responses must be done through the Procurement Portal at https://procurement.opengov.com/portal/cityofcarlsbadnm.

**ALL OFFEROR PROPOSALS MUST BE RECEIVED FOR REVIEW AND EVALUATION, THROUGH THE PROCUREMENT PORTAL NO LATER THAN 5:00 pm MOUNTAIN STANDARD TIME ON Friday, November 13, 2026.** Proposals received after this deadline will not be accepted.

The contract shall be awarded to the Offeror (or Offerors) whose proposals are most advantageous to the City of Carlsbad, taking into consideration the evaluation factors set forth in this RFP. The most advantageous proposal may or may not have received the most points. The award is subject to City Council approval.

Responses to this RFP, including proposal prices for services, will be considered firm for one hundred twenty (120) days after the due date for receipt of proposals.

Offeror must complete, sign, and return the *Campaign Contribution Disclosure Form*, APPENDIX B, as a part of their proposal. Offeror's proposal must be accompanied by the *Letter of Transmittal Form* located in APPENDIX C.
