Montour Township Board of Supervisors - Pump Station No. 4 Modifications (General & Electrical)

The Montour Township Board of Supervisors (Owner) is requesting Bids for the construction of:

Pump Station No. 4 Modifications

The Project has been divided into two (2) separate Contracts. Contract 1 – General Construction will include the general, mechanical, site, and related Work associated with the replacement and modification of components of the existing submersible pumping station. Contract 2 – Electrical Construction will include the electrical Work associated with the replacement and modification of components of the existing submersible pumping station. The Project will have separate Contracts for General Construction and Electrical Construction in accordance with applicable Pennsylvania public contracting requirements.

This project is to be financed by a grant from the Commonwealth of Pennsylvania, Department of Community and Economic Development.

Contract 1 – General Construction will include the general, mechanical, site, and related Work associated with the replacement and modification of components of the existing submersible pumping station.

Contract 2 – Electrical Construction will include the electrical Work associated with the replacement and modification of components of the existing submersible pumping station.

Bidders shall submit a Bid on a lump sum basis for the Work described in the Bid Schedule.

**Submission:** Each BID must be submitted online via the PennBid Program (https://pennbid.bonfirehub.com) until **11:00 A.M. prevailing time, Tuesday, December 8, 2026**. The Owner will review the bids at its regularly scheduled meeting at the Montour Township Building on Thursday, December 10, 2026, at 6:30 P.M.

An electronic (scanned) copy of each of the following documents shall be submitted as the BID proposal:

• Bid Proposal Form
• Non-Collusion Affidavit
• Equal Employment Opportunity Certifications
• Non-Discrimination/Sexual Harassment
• Non-Segregated Facilities Certification
• BID security in the form of a Certified Check or BID Bond with surety company Power of Attorney.
• Statement of BIDDER's Qualifications
• Safety Guidelines and Requirements (O.S.H.A.)
• Public Works Employment Verification Form

**Bid security:** Each BID must be accompanied by a BID Bond payable to the OWNER for ten (10%) percent of the total amount of the BID. A certified check may be used in lieu of a BID Bond.

**Bonds:** A Performance BOND and a Payment BOND, each in the amount of 100 percent of the CONTRACT PRICE, will be required.

The lowest responsive responsible bidder will be selected by the Owner based on the total of the lump sum bid amount for the proposal.

**Time of completion:** Two Hundred Forty (240) calendar days after receipt of Notice to Proceed. **Liquidated damages:** Two Hundred Dollars ($200.00) per calendar day.
