RFP 735-2026-4431 Tunnel Surface Improvement Project Follow Solicitation

Midwestern State University seeks responses from qualified respondents for surface improvements to prevent drainage migration into the tunnel near niche D and E. Commodities & Services are specifically described in Section 6 (Specifications/Scope of Work).

The Contractor shall be responsible for ALL travel expenses associated with assigned jobs to include, but not limited to: flights, lodging, meals, fuel, travel incidentals and vehicle rentals.

**Submission:** Sealed Competitive Proposal. Offers submitted by email are accepted (highly preferred), by mail or hand delivery are accepted, and by fax are not accepted. Offers must be in the issuing office no later than **November 12, 2026 (2:00 pm CT)**.

If submissions are mailed or hand delivered, one (1) original individually bound completed response and one (1) electronic version (USB Drive) is required. The response may not exceed thirty (30) pages.

**Evaluation:** Best Value Standard per Texas Government Code 2155.074. Past performance 10%; prior favorable service with colleges and universities 5%; prior favorable service with Midwestern State University 10%; proposed labor rates and markup percentages and unit costs 70%; demonstrated knowledge of local building codes Mandatory; completeness and general response to this Request for Proposal 5%.

**Bonds:** A Bid Deposit of five percent (5%) will be required if your response is $25,000 or above. A Payment Bond will be required if your response is $25,000 or above. A Performance Bond is required for responses of $100,000 or above. A VetHUB Subcontracting Plan is required if a solicitation is $100,000 or above.

**Contract term:** Award to Completion. The anticipated term of any resulting agreement will begin September 1, 2026 to August 31, 2027. MSU will have the option for (2) two individual (1) one-year renewal periods.

**Site visit:** A non-mandatory pre-bid meeting is scheduled; no additional site-visits will be scheduled.
