HRIS Software and Support

The purpose of this Request for Proposal (RFP) and subsequent presentations is to identify a vendor with whom WEBER HUMAN SERVICES will negotiate a contract(s) to supply HRIS support. Currently WEBER HUMAN SERVICES uses Great Plains for Payroll but feels like they’d prefer a co-sourced model that is less cumbersome and more agile with integrations.

The objective is to find a partner that will be more consultative and offer recommendations on how to best utilize the capabilities of the platform to provide the best experience for their administrators and employees. Having open and flexible integrations with other systems is also important.

WEBER HUMAN SERVICES is a governmental agency formed through an interlocal agreement between Weber and Morgan Counties, headquartered in Ogden, Utah and has around 400 employees. We are focusing on a go live date of July 1, 2027. OE will not happen on new system until 2028.

• HR System, HR System History Conversion and HR System Interfaces are in scope.
• Payroll System, Payroll Bank Check, Check Printing Services, W2 Processing, Tax Filing, Tax Credit Services, New Hire Reporting, GL Processing and Payroll Interfaces are in scope.
• Recruiting System, Recruiting History Conversion and Onboarding System are in scope.
• LOA Administration is in scope.
• Benefits Administration System, H&W History Conversion, Carrier File Feeds, Non-Carrier File Feeds, EOI Processing and Total Comp Statements are in scope.
• e-Document Management, Reporting & Analytics and Training are in scope.
• Background Check Services, Payroll Processing, Unemployment Insurance Processing, Garnishment Processing Services, Garnishment Payment Services, Performance Management System, Succession Planning System, Time & Attendance System, FSA, HSA and HRA Administration, and COBRA are possibly in scope.

The RFP also asks vendors to respond on implementation, account support, contract and billing, Weber Human Services specific questions, company information, references and security.
