The Criteria (Phase 2)

Analyze RFP reads the solicitation and lists the facts that decide a bid, grouped as Eligibility Gates, Scope and Capability Fit, Competition and Win Position, Contract Value and Financial, Risk and Terms, and Bid Effort and Logistics. Each factor quotes the solicitation, says why it matters and cites the page.

You mark each criterion Favorable, Concern, Showstopper or N/A. The page carries no score of its own: a banner counts the criteria assessed, and the conditions the Capability Matrix checks requirement by requirement are listed in a note instead of the table. "How it is judged" keeps the evaluation factors and the basis of award with the clause and page. The bid is decided in Phase 4.

The Capability Matrix (Phase 3)

Every requirement and task the analysis found in the RFP, against the past performance you choose from the Company Library. Each row reads Covered, Partly, Thin or Gap with the quote that proves it, and every gap says what to do. Its coverage sets factors 3 and 6 of the scorecard. At the notice stage it is an option at the end of the Opportunity Analysis: "Build capability matrix" reads the notice's documents for a work statement and says so when there is none yet.

The Scorecard (Phase 4)

The Bid / No-Bid Decision scores Win Probability, Strategic Fit, Capability & Resources, Financial and Risk from 1 to 10, each with a weight. The result recommends:

Weighted scoreRecommendation
70 and aboveGO
50 to 69CONDITIONAL
Below 50NO-GO
Any Showstopper in the worksheetNO-GO, whatever the score

A person then records the decision - BID or NO-BID - with a rationale. The recorded decision is kept separate from the computed recommendation.

The Knowledge File

Save a finished worksheet to your company's Bid/No-Bid Knowledge File. You review every factor before it is saved - add, reuse, merge or replace. On the next pursuit the AI pre-fills the worksheet from it, only where nobody has assessed a factor yet, and shows which past proposal each answer came from.
