Title
Preventive Maintenance Service for One (1) Oxford Nanoimaging ONI Nanoimager
Description of Requirement
The National Institutes of Health (NIH), National Cancer Institute (NCI), intends to award a
contract to Oxford Nanoimaging Inc on a sole-source basis pursuant to FAR 6.302-1, Only
One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements, for the acquisition of Annual Service Plan - Nanoimager, the
Government intends to solicit and award a Purchase Order on a sole-source basis because
the Government's minimum technical requirements will be satisfied by Oxford Nanoimaging
Inc.
Tumor cells, immune cells, and irradiated tissues release large quantities of biologically active
nanoscale extracellular vesicles (EVs). The Translational Nanobiology Section within the
Laboratory of Pathology (LP) at the National Institutes of Health (NIH), National Cancer
Institute (NCI), Center for Cancer Research (CCR), is developing new ways to investigate these
EVs as biological agents, biomarkers, and therapeutic targets. The section uses an Oxford
Nanoimaging (ONI) Nanoimager super-resolution microscope to provide high quality singlemolecule resolution imaging for nanoparticle analysis as part of the section’s EV production and
analysis pipeline. Preventive maintenance services are required to ensure its highest peak
performance, as this instrument is being used for developing guidelines for best practices in this
area of research, and ultimately for establishing a foundation for next-generation EV-based
personalized cancer treatment and monitoring.
This acquisition is to acquire preventive maintenance services for a super resolution microscope
system, Oxford Nanoimaging (ONI) Nanoimager, at the Laboratory of Pathology.
Oxford Nanoimaging Inc (ONI) is the original manufacturer and sole provider of authorized maintenance
services for the ONI Nanoimager super-resolution microscope. Due to the sensitive nature of the superresolution microscope, it can only be repaired by qualified, OEM-trained technicians. This specialized
training is only accessible to Oxford Nanoimaging technicians. Furthermore, only Oxford Nanoimaging
can provide access to genuine, proprietary OEM spare parts which are required to maintain this superresolution microscope. The OEM does not license 3rd party technicians, and spare or replacement parts
for this instrument can only be obtained from the original manufacturer. Thus, no other vendor has trained
personnel to work with this complex system or access to any potential required parts that might need
replacing over time. Lastly, the operating system and software of this super-resolution microscope are
proprietary and can only be serviced by Oxford Nanoimaging. All updates and patches are solely
available through the OEM
This makes Oxford Nanoimaging the only known source for this requirement and the only provider that
can meet the Government’s needs at this time.
This notice is not a request for competitive quotations. However, interested parties that believe
they can meet the Government's requirements may submit a capability statement demonstrating
their ability to provide the required supplies and meet all specified technical and operational
requirements.
The Government will consider all timely capability statements received and determine whether
the acquisition should proceed as a sole-source procurement or be competed.
The Government anticipates making an award approximately five (5) calendar days after the
closing date of this notice, unless the Government determines that another responsible source is
capable of meeting the requirement.
Capability statements shall be submitted electronically to davisroshonna@mail.nih.gov no later than 9:00 a.m. EDT on November 18, 2026.
