Summary

AI-read from the bid documents

Summary fields on this page were extracted by AI from the bid documents. Always verify dates, amounts and requirements against the official solicitation.

What the bid is for

The Alabama Port Authority is requesting proposals for painting and blasting services in support of the McDuffie Coal Terminal facility in Mobile, Alabama. It is issued as a multiple-award, Time & Materials Not-to-Exceed, on-retainer Request for Proposal. This combined synopsis/solicitation is the only solicitation, and no written solicitation will be issued.

The APA intends to place multiple qualified companies on contract for on-retainer Painting & Blasting services, and reserves the right to determine the number of awards.

Scope

Awarded Contractors will quote each project on a Time & Materials, not-to-exceed basis before a Work Order or Purchase Order is issued, except in emergency situations authorized in writing by McDuffie personnel, as described in Exhibit “A”. The APA may request quotes from one or more awarded Contractors for a given project. Offerors unable to start work within forty-eight (48) hours of notice from McDuffie, as required by Exhibit “A”, Section 2, should not submit a proposal.

As APA has multiple sites, the location of the worksite will be set forth in the applicable Statement of Work. This Agreement can be used by any department at the Alabama Port Authority, but the majority of the work is expected to occur at the McDuffie Coal Terminal.

Award of this Agreement does not obligate APA to any minimum hours of awarded work, nor does it limit the total hours of various crafts and equipment that can be used.

Additional information

**Submission method:** E-mail your proposal to: procurementandcontracting@alports.com. For your emailed proposal submission, in the subject line, please indicate: “RFP#: APA-2026-McD-Painting-Blasting-001 - Painting & Blasting Services”.

**Proposal due 11/06/26, @ 10:00 AM CST.** Notification of Intent to Award Date: On or around 11/20/26.

The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

This procurement is being conducted utilizing the Best-Value Trade-Off evaluation and award selection process. All non-price factors, when combined, are significantly more important than price. The following will be evaluated on an acceptable or unacceptable basis: SSPC Certified Contractor QP-1 status; a certified NACE inspector for all projects; copies of the Alabama State License, Mobile County License, Field Application of Coatings, and Hazardous Paint Removal certificates; a Certificate of Insurance; and written confirmation that employees will be provided a TWIC card and secure an APA Port Badge.

Proposals found acceptable will then be evaluated on the following factors:

  • Factor 1, Mobilization Capability and Proximity
  • Factor 2, Past Performance
  • Factor 3, Warranty
  • Factor 4, Price

The initial contract period is twelve (12) months. The APA may issue a second, third, fourth, and fifth twelve (12) month agreement with the same pricing, terms, and conditions.

The Offeror must submit a completed *Certificate of Compliance with the Beason-Hammon Act* as part of its proposal.
