C19/C20 Gearbox Replacements – McDuffie Coal Terminal

This is an electronic combined synopsis/solicitation for commercial items / equipment required in support of the Alabama Port Authority (APA), Mobile Alabama. This combined synopsis announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation – C19/C20 Gearbox Replacements – McDuffie Coal Terminal is issued as a Request for Proposal (RFP).

The APA will award a single Firm-Fixed Price contract to the responsible offeror whose proposal represents the best overall value to the APA, which may not be the lowest-priced proposal.

Offerors shall propose a gearbox that meets or exceeds the design specifications, gearing requirements, and testing requirements stated in Exhibit “A”. Offerors are requested to submit a complete proposal utilizing their typical standard competitive proposal format, and must include all items required by Exhibit “A”, Section 12, Proposal Requirements, together with all fill-in blank forms and attachments identified in this RFP.

The list of items and quantities can be found within “Exhibit “A”, at the contract award Pricing Schedule.

Unless otherwise stated, only the items requested in this solicitation will be considered for award.

**Proposal deadline:** 11/09/26, @ 10:00 AM CST.

This procurement is being conducted utilizing the Best-Value Trade-Off evaluation and award selection process. The following factors shall be used to evaluate offers:

• Factor 1, Technical Acceptability and Conformance to Specifications
• Factor 2, Manufacturing and Delivery Lead Time
• Factor 3, Warranty
• Factor 4, Past Performance
• Factor 5, Price

Factor 1 is the most important factor. Factors 2, 3, and 4 are of equal importance to one another and are each less important than Factor 1. All non-price factors, when combined, are significantly more important than price.

The offeror agrees to hold the prices in its offer firm for **30 calendar days** from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

The Offeror must submit a completed *Certificate of Compliance with the Beason-Hammon Act* as part of its proposal. Offeror shall provide to APA the *Acknowledgement of Revisions and/or Amendments* set forth as Attachment 1, signed by the Respondent’s Principal Officer, with the submission of the proposal package.

This Agreement shall commence as of the Effective Date and shall continue thereafter until the completion of the Services and/or Delivery / Installation of the Products, pursuant to and under all Statements of Work.
