What the bid is for

The Metropolitan Transportation Commission (MTC) invites your firm to submit a proposal for the 2027-2028 Bay Area Travel Study project (Project). Through this Request for Proposals (RFP), MTC shall select a consultant or consultant team (Consultant) that will collect comprehensive information on how people travel throughout the nine-county Bay Area, including trip purposes, travel modes, frequency, and origin-destination patterns. The study will use a primarily smartphone-based travel diary survey, supplemented by web and/or telephone methods, to collect data from a representative sample of Bay Area households. The resulting data will support regional transportation planning, travel demand modeling, and analysis of evolving travel patterns. Please see Appendix A, Scope of Work for full details.

Scope

Through this procurement, MTC seeks to hire a Consultant to develop and administer the 2027-2028 Bay Area Travel Study (Project). The Consultant will:

1. Refine MTC’s existing travel survey questionnaire and configure the Consultant’s smartphone application ("App") as the primary data collection mode, supplemented by other modes as needed, to reach diverse Bay Area populations and support a representative sample;
2. Develop and administer an incentive program to reward and encourage participation;
3. Recruit survey participants from all around the San Francisco Bay Area;
4. Apply real-time and post processing QA/QC procedures to ensure data integrity and consistency;
5. Organize collected survey data for reporting to MTC; and
6. Support the continual development of MTC's open-source data processing pipeline

Consultant will also assist with additional data collection in coordination with or on behalf of other Bay Area or neighboring agencies.

All work will be assigned pursuant to MTC-initiated task orders, that will include a specific scope of work based on the tasks identified in Appendix A, Preliminary Scope of Work. Payment for work performed under task orders may be deliverables-based and/or time and materials, as determined by the MTC Project Manager.

While field data collection is anticipated to occur during fall 2027 and spring 2028, the selected Consultant will support planning and methodology development, survey implementation, and post-survey activities.
