What the bid is for
The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide architectural design services for the lighting upgrades of the recreation center. More details on the City's needs for this work are provided in the Scope of Work.
The City Parks Department wants to modernize the lighting in Buildings KB and KA and address the controls. Modernization here means both performance and appearance: fixtures that meet current energy and lighting standards, and that update the look of the public spaces. This document describes the electrical engineering services needed to get from existing conditions to a permitted, biddable set of construction documents, and to support the City through bidding and construction.
Scope
Existing Conditions
- Survey the conditions the new design has to work with in each room: ceiling type, height, and condition; how the space is switched; and the branch circuits and panels that serve the lighting.
- Look at the existing PCI lighting control panel, the switches, and the low-voltage cabling between them. Determine what cabling can be reused and how long the runs are, and whether the panel talks to any other panel.
- Confirm the voltage of every lighting circuit the controls will serve.
Lighting
- Keep the existing layout. Match the type, quantity, and general location of the existing fixtures rather than redesigning each room, except where a fixture type is obsolete or the City directs a change.
- Modernize the appearance of the fixtures in the public-facing spaces, not just their performance. Back-of-house rooms need a functional LED fixture, nothing more.
- Meet IES recommended practice for each kind of space and do not go below existing light levels. Keep color temperature and CRI consistent within a room and from room to room.
- Design track or adjustable spot lighting for the artwork on the lobby walls.
Controls
- The lobby wall switches are deteriorated. Specify their replacement.
- Evaluate the existing control panel and the rest of the switches. Recommend whether to keep, upgrade, or replace them, then design whatever the City agrees to.
- Specify the tool or software needed to program and maintain the system. Make configuration, commissioning, and staff training part of the construction contract.
Code, Title 24, and Plan-Review Authority
- Design to the currently adopted California Building, Electrical, Energy, Fire, and Green Building codes, applicable accessibility requirements, and City standards.
- Determine the Title 24 Part 6 alteration compliance path. Prepare the NRCC forms, and specify the NRCI and NRCA work the contractor must complete.
- The Consultant shall assume that DSA review and approval apply to this project and design accordingly.
Cost Estimating
- Provide an opinion of probable construction cost at each design milestone.
- Break costs out by fixture type and room, and keep the controls cost separate from the fixture cost.
Deliverables
- Phase 1. Assessment: Existing conditions report; DSA jurisdiction confirmation; fixture schedule and takeoff; controls recommendation; photometrics; design narrative with preliminary selections; Title 24 compliance path; cost estimate.
- Phase 2. Construction Documents: Submittals at 65%, 95%, and 100%, each with drawings, specifications, an updated cost estimate, and written responses to the City's prior comments.
- Phase 3. Permitting and DSA: Permit and, where applicable, DSA application packages; responses to plan check and DSA backcheck comments until the permit is issued and DSA approval is obtained.
- Phase 4. Bid Support: Attendance at the pre-bid meeting and job walk; written answers to bidder questions; addenda; help evaluating bids for technical responsiveness.
- Phase 5. Construction Administration: Review of submittals, substitution requests, and shop drawings; RFI responses; review of the fixture mock-up; review of record drawings and closeout documents.
