City Hall Second Floor Door Replacements

The City of West Sacramento is accepting sealed responses for the following:

Removal and replacement of two existing half-swing doors with two new full-height, lockable interior doors at the public permitting counter on the second floor of City Hall.

Bids shall be submitted no later than Tuesday, November 24, 2026 at 3:00 pm.

The bid specifications, including instructions on how to bid, standards for a responsive bid, and project specifications, are attached hereto in Attachments and incorporated herein by reference as if set forth in full

Remove the two existing half-swing doors at the public permitting counter and replace them with two new full-height, lockable interior doors (frames and hardware included). Work must meet current California Building Code. Contractor must field-verify all existing conditions and dimensions before pricing or fabrication.

Demolition

• Remove and dispose of the two existing half-swing doors and related debris.
• Protect the counter, millwork, flooring, and wall finishes during demo and install.

Doors, Frames, and Hardware

• Base Bid: Solid-core wood doors with hap glass vision lite (both).
• Add Alternate: Solid-core wood doors with a full glass vision lite (safety glazing, laminated preferred for security). Applies to both doors.
• Finish: Commercial-grade solid core; color/style subject to staff approval.
• Frames: Hollow metal; color/style subject to staff approval.
• Hardware: Both doors must lock, main door to work with access control
• Door bottoms: Undercut to clear carpet pile, doors must swing freely with no dragging or wear track. No sweeps over carpet.

Access Control (Installation by another vendor)

Main door will get badge access (The access control system itself is not part of this sow)

Contractor provides door/frame prep only:

• Electrified/electric strike prep
• Door position switch prep
• Power transfer path (electric hinge or transfer device)
• Conduit/raceway with pull string from door to device
• Supply electrified hardware for the door

Patch and Repair

Repair/refinish counter, flooring, and walls affected by the work, matching existing adjacent finishes. Leave everything clean and ready for use.

Code and Permits

All work must meet CBC. Contractor submits and pulls all permits needed and coordinate inspections.

**Submission:** Sealed proposals will be received and submitted electronically through the City's Procurement system at https://procurement.opengov.com/portal/cityofwestsacramento until 3PM local time on **Tuesday, November 24, 2026**. The City of West Sacramento is only accepting electronic bid submissions and only through its online bidding platform, OpenGov.

**Bid Security:** Each proposal must be accompanied by a Bid Security in the form of a cashier's check, certified check, or Bid bond executed on the prescribed form, in an amount not less than ten percent (10%) of the total Bid price payable to the City of West Sacramento.

**Bonds:** The successful Bidder will be required to furnish a payment bond in an amount equal to one hundred percent (100%) of the Contract price, and a faithful performance bond in an amount equal to one hundred percent (100%) of the Contract price.

**Completion of Work:** All work shall be completed within 30 working days from the date designated on the Notice to Proceed.

**License:** Bidder must possess a current C-61/D-28 - Doors, Gates and Activating Devices Contractor's License issued by the State of California, at the time the Bid is submitted.

**Award:** The award shall be made to the lowest responsible Bidder whose proposal complies with the specified requirements.

Project construction cost estimate: **$8,500**. Prevailing wage applies.
