What the bid is for

The City of Monterey (“City”) is seeking proposals from qualified firms with professional experience in municipal public finance and financing district advisory services to assist the City in evaluating, and potentially forming, a special purpose Tax Increment Financing (“TIF”) district, such as an Enhanced Infrastructure Financing District (“EIFD”), to help fund critical public infrastructure while facilitating economic development. The City is a charter city located in the County of Monterey.

This solicitation supersedes and replaces the Request for Proposals for Financing District Advisory Services issued July 15, 2026, which has been cancelled. Firms that responded to the prior solicitation are eligible and encouraged to respond to this solicitation. Proposals submitted under the prior solicitation will not be carried forward or considered; a new proposal must be submitted.

The City desires to obtain the services of an outside firm to help the City evaluate whether, where, and how a Tax Increment Financing district such as an EIFD could generate meaningful revenue for public infrastructure investment, and to advise the City on the steps needed to form one if the City elects to proceed.

Scope

The selected organization will provide the full range of services described in Appendix A, including: evaluation of boundary alternatives and infrastructure needs; tax increment revenue and bonding capacity analysis; governance and implementation alternatives; and presentation of findings to City staff, City Council, and stakeholders. A subsequent phase for County outreach and EIFD formation is contemplated at the City’s option and would be separately negotiated (Appendix A, Task 5).

The City has preliminarily identified the following areas for evaluation: Downtown, Lighthouse Avenue, and North Fremont. The Consultant is expected to help the City define three (3) boundary alternatives within and across these areas, evaluate them, and recommend boundaries based on its analysis. [...] Proposers shall price the Fort Ord evaluation as a separately identified option that the City may elect at its discretion; it shall not be included in the not-to-exceed amount for Tasks 1 through 4.

Tasks and deliverables

  • Task 1: Project Initiation, Infrastructure Needs, and Evaluation of EIFD Boundary Options. Deliverable: Boundary alternatives memorandum with maps and parcel listings for each alternative evaluated, and a summary of identified infrastructure needs and order-of-magnitude costs.
  • Task 2: Revenue and Bonding Capacity Analysis. Deliverable: Tax increment and bonding capacity analysis for each boundary alternative; complementary funding sources memorandum.
  • Task 3: Governance and Implementation Timelines. Deliverable: Governance and implementation memorandum with formation schedule.
  • Task 4: Presentation of Findings. Deliverable: Final report consolidating Tasks 1 through 3; presentation materials.
  • Task 5 (Optional Future Phase): County Outreach and EIFD Formation. Deliverable: As negotiated.

Draft versions of each deliverable identified in Appendix A are to be provided electronically for City review prior to finalization. One unbound copy of each final document and a digital file containing all final documents and all information are to be provided. Unless pre-approved by City, the final documents shall be provided in Microsoft Word and Microsoft Excel at a minimum.
