IFB #R006316 Narrow-Aisle Reach Truck, Sit-Down Rider Truck, and Rider Pallet Truck Forklifts with Lithium-Ion Battery Chargers

The California State Lottery (Lottery) is requesting quotes from vendors who are interested in supplying the Lottery with two (2) Narrow-Aisle Reach Trucks, one (1) Sit-Down Rider Truck, and one (1) Rider Pallet Truck Forklifts and (4) compatible Lithium-Ion Battery Chargers for each.

The forklifts must be received by the Lottery by no later than **June 30, 2027**.

The Lottery may elect to award more than one contract, at its sole discretion, in order to meet the Lottery’s needs and to provide the best value to the Lottery.

The Lottery is looking to purchase two (2) stand up and reach forklifts, one (1) counterbalance forklift, one (1) power pallet jack, and (4) compatible Lithium-Ion Battery Chargers for each, as specified in Attachment 8, Exhibit B, Forklift Specifications, to be delivered by no later than **June 30, 2027** to the following Lottery Distribution Centers:

Lithium-Ion battery chargers specific for charging 36-Volt Lithium-Ion batteries for both Northern and Southern Distribution Center (one per piece of equipment with corresponding battery) and a 24-Volt Lithium-Ion Specific charger for the Northern Distribution Center.

• All equipment provided to the Lottery shall be new.
• Equipment shall include, at minimum, but not limited to, a one-year warranty. Bidder must submit warranty specifics with their bid.
• Any replacement parts provided by the winning Bidder shall be Original Equipment Manufacturer parts.
• A pre-delivery inspection shall be conducted by the winning Bidder.

Bidders must complete and submit the following: *Transmittal Letter and Company Background* (Attachment 1), *Required Attachment Checklist* (Attachment 2), *Cost Sheet* (Attachment 3), *Certification* (Attachment 4), *Payee Data Record STD 204* (Attachment 5), DVBE Participation (Attachment 6) if applicable, and Small and Microbusiness Participation (Attachment 7) if applicable.

The Lottery will conduct a fair and impartial evaluation of bids received in response to this IFB. The complete evaluation process is comprised of two phases: Mandatory Submittals Review and Cost Assessment.

Failure to submit Attachments 1 through 5 will result in Bidder disqualification. The DVBE program requirement has been waived for this contract. However, Bidders may receive a percentage incentive. A preference of up to 5% will be applied, based on the level of DVBE participation proposed.

The Lottery has set a SMP goal of 25% for utilization of small or microbusiness subcontractors under the contract resulting from this IFB. While not required for this solicitation, a preference of up to 5% will be applied, based on the level of SMP participation proposed.

Each Bidder’s bid constitutes an unconditional offer to the Lottery and is irrevocable for 180 days from the date submissions are due.

Interested Bidders should submit an Intent to Bid in writing via email to the Lottery contact person by October 30, 2026, 3:00 p.m. PST.
