On-Call Consultant Services for Community Engagement Strategies and Technical Assistance for Revitalization & Place-Based Strategies

SACOG is seeking qualified firms to provide consultant support through On-Call Services Agreements for up to ten (10) cities and counties to develop community engagement strategies and/or provide technical assistance related to revitalization, planning, and place-based strategies. This effort is funded through the Reconnecting Communities and Neighborhoods grant.

SACOG plans to execute (1) or more on-call service agreements for an initial two (2)-year term, and at SACOG's sole discretion, agreements may be extended for up to three (3) additional years, contingent upon available budget and need for services.

Issuance of this RFQ and/or execution of an on-call services agreement is not a guarantee of a Task Order award.

After a project to be performed under this Agreement is identified by SACOG and the Contractor is selected by SACOG to perform services, SACOG will prepare a draft Task Order in substantially the form attached hereto as Exhibit A to this Agreement.

A draft Task Order will identify the following:

• the scope of services containing a detailed description of the services to be performed
• task-based costs in accordance with contracted rates of compensation and a not-to-exceed amount
• the schedule of performance enumerating a timeline for completion of tasks including a deadline for deliverables

The finalized Task Order shall be signed by both SACOG and the Contractor. The final Task Order shall state that payments under the Task Order shall not exceed the total dollar amount stated.

All work performed by Consultant under this Agreement shall be in accordance with all applicable legal requirements and shall meet the standard of quality ordinarily to be expected of competent professionals in Consultant's field of expertise.

The method of payment for this Agreement will be Task-Based. Consultant shall submit monthly invoices in arrears to SACOG based on percentage of task(s) completed.

Insurance required:

• Workers' Compensation: Statutory requirements for Workers' Compensation; **$1,000,000** Employer's Liability.
• Comprehensive Automobile: Bodily Injury/Property Damage **$1,000,000** each accident.
• General Liability: **$2,000,000** per occurrence.
• Errors and Omissions/Professional Liability: Limit of no less than **$2,000,000** per occurrence or claim.
