Therapeutic Foster Care Services

The County of Orange, Health Care Agency (hereinafter referred to as “County”), is soliciting proposals from qualified organizations (hereinafter referred to as “Respondents”) to provide Therapeutic Foster Care (TFC) services. County anticipates awarding one contract to a Respondent that meets the minimum qualifications and is able to provide TFC services as specified in the Scope of Work of Attachment A, Model Contract

TFC services support youth with significant emotional and behavioral needs by providing intensive clinical interventions within a family-like home setting. The goal of TFC services is to assist the youth in achieving treatment plan goals, improving overall functioning and well-being, and avoiding residential, inpatient, or institutional care.

County expects the successful Respondent to deliver services in accordance with the terms and conditions set forth in Attachment A, Model Contract, and all requirements contained throughout this Request for Proposal (RFP). Respondents are responsible for reviewing all sections of this solicitation, including instructions for proposal preparation and submission contained in Section 1.2, as well as all attachments, exhibits, and referenced documents.

Proposals are to be uploaded via County's online bidding system at https://procurement.opengov.com/portal/ocgov. This is a fully electronic RFP. Respondents must submit their proposals online via County's online bidding system. Only electronic proposals will be accepted. Facsimile and email proposals will NOT be allowed.

The model contract term is July 1, 2027 through June 30, 2028, with a basis for reimbursement of Fee for Service and a payment method of Monthly in Arrears.
