Invitation to Bid (ITB): NEFEC Roofing and Building Envelope Services

The purpose and intent of this Invitation to Bid (ITB) is to establish a contract for which The Putnam County School District (hereinafter referred to as "PCSD" or the "District") is requesting bid pricing from qualified Bidders.

The Putnam County School District (PCSD), on behalf of the North East Florida Educational Consortium (NEFEC), seeks qualified contractors to provide roofing and building envelope services, including new roof installation, replacement, repair, restoration, preventive maintenance, inspections, emergency response, and related work.

Contractors shall furnish the labor, materials, equipment, supervision, transportation, and support necessary to complete authorized projects.

PCSD intends to make multiple awards as provided in the ITB award provisions. The resulting contracts will be nonexclusive, indefinite-delivery, indefinite-quantity agreements. Individual projects will be authorized as needs and funding arise. No minimum number of projects, quantity of work, or contract expenditure is guaranteed. Participating entities may use other authorized procurement methods.

This Scope of Work establishes general service and performance requirements. Work shall also comply with the technical specifications, pricing schedules, general terms, supplemental terms, and addenda issued with this ITB, together with the approved documents for each individual project.

The contracts are intended for use by NEFEC member districts and institutions identified in this solicitation: Baker, Bradford, Columbia, Dixie, Flagler, Gilchrist, Hamilton, Lafayette, Levy, Nassau, Putnam, Suwannee, and Union County Schools; the Florida School for the Deaf and the Blind; and P.K. Yonge Developmental Research School. Other Florida public entities may participate when authorized by applicable law and the contract. In this Scope of Work, "Owner" means the participating entity issuing the project order or agreement.

Bidders shall identify the districts they propose to serve, their dispatch locations, available crews, roofing systems and service categories offered, and subcontractors or manufacturer-certified installers supporting that coverage. A bidder is not required to serve every district. Contract awards will identify the approved service areas and offerings. Response requirements apply within each contractor's awarded service area.

**Submission method:** All bids must be received no later than Monday, **November 23, 2026 before 2:00 pm** and must be delivered via the Board's eProcurement Platform at: https://procurement.opengov.com/portal/myputnamschools/projects/319082 If a bid is transmitted by US mail or other delivery medium, the bid WILL NOT be accepted. Any bid received after the stated date and time, WILL NOT be considered.

Terms of Contract shall commence upon the Board's approval, and continue through 12/31/2029. Prices quoted in this ITB are considered firm for the initial term of the contract period. The award resulting from this bid (or any portion thereof) has the option of being renewed for three (3) additional one (1) year periods, or extended for a period up to 180 days beyond the term including the final term, upon mutual agreement of both parties, under the same terms and conditions as the original award.

Primary factors used to decide the award hereunder will be price, availability and responsiveness. Other factors that may be used in the evaluation of this bid will be: (1.) administrative costs incurred by the School Board in association with the discharge of any subsequent award; (2.) alternative payment terms; (3.) Bidder's past performance.

Bid bonds, when required shall be submitted with the bid in the amount specified in the detailed specifications. After Acceptance of a bid, the School Board will notify the successful bidder to submit a recorded payment and performance bond in the amount specified in the detailed specifications.

All bids shall include a signed *Drug-free Workplace Form* which is attached in this ITB.
