Districtwide Plumbing Services

The purpose and intent of this Invitation to Bid (ITB) is to establish a contract for on-call plumbing services, including labor, materials, equipment, repairs, and related work needed at various Putnam County School District facilities. The Putnam County School District (hereinafter referred to as "PCSD" or the "District") is requesting bid pricing from qualified Bidders.

Putnam County School District (PCSD or the District) seeks qualified, licensed plumbing contractors to provide services on an as-needed basis at District facilities. The contract will establish pricing and procedures for authorized work. The District does not guarantee a minimum amount or number of service requests.

Services may be requested at District schools, administrative buildings, maintenance facilities, or other District-owned or operated locations in Putnam County. The District will specify the service location with each work request.

Services may include:

• Inspecting, troubleshooting, maintaining, repairing, replacing, and installing plumbing systems, fixtures, fittings, valves, and related components.
• Repairing leaks, stoppages, damaged piping, and other plumbing problems.
• Cleaning and clearing drains and sewer lines.
• Installing or replacing plumbing fixtures and equipment, such as sinks, toilets, faucets, drinking fountains, and water heaters.
• Providing the labor, tools, equipment, and materials needed to complete authorized work.
• Removing work-related debris and leaving the work area clean and safe.

All work must be authorized by the District and limited to the scope described in the applicable work order or purchase order. Major construction or renovation projects may be procured separately.

**Submission method:** All bids must be received no later than Wednesday, December 2, 2026 before 5:00 am and must be delivered via the Board's eProcurement Platform at: https://procurement.opengov.com/portal/myputnamschools/projects/323355 If a bid is transmitted by US mail or other delivery medium, the bid WILL NOT be accepted. Any bid received after the stated date and time, WILL NOT be considered.

Terms of Contract shall commence upon the Board's approval, and continue through 12/31/2029. Prices quoted in this ITB are considered firm for the initial term of the contract period.

Primary factors used to decide the award hereunder will be price, availability and responsiveness. Other factors that may be used in the evaluation of this bid will be: (1.) administrative costs incurred by the School Board in association with the discharge of any subsequent award; (2.) alternative payment terms; (3.) Bidder's past performance.

Bid bonds, when required shall be submitted with the bid in the amount specified in the detailed specifications. After Acceptance of a bid, the School Board will notify the successful bidder to submit a recorded payment and performance bond in the amount specified in the detailed specifications.

All bids shall include a signed Drug-free Workplace Form which is attached in this ITB.
