Manhole and Sewer Lateral Rehabilitation, As Needed

The Vendor/Contractor shall provide all labor, equipment, and materials for manhole and sewer lateral rehabilitation to include but not limited to pre-inspections, leak proofing, surface preparation, repair and coating, casting adjustment, chimney reconstruction, and flow control.

Hernando County Board of County Commissioners is soliciting providers that are active in Manhole and Sewer Lateral Rehabilitation services.

The Vendor/Contractor shall provide all labor, equipment, and materials for manhole and sewer lateral rehabilitation to include but not limited to pre-inspections, leak proofing, surface preparation, repair and coating, casting adjustment, chimney reconstruction, and flow control.

This is an indefinite quantity contract with no guarantee of the use of services or guarantee of a minimum or maximum dollar amount to be expended. All work shall be in strict compliance with the latest codes, standards, and practices, and in accordance with Hernando County Utilities Specifications Section 9, Detail S-02, and Federal, State, and Local laws.

• Work performed shall comply with Hernando County Utilities specifications section 9 and Detail S-02.
• Labor and materials shall be warrantied for ten (10) Years.
• Work may be performed between the hours of 7:00 AM - 5:00 PM, unless otherwise directed by the County, Monday through Friday, except County holidays.

**Submission:** Only electronic submittals through the eProcurement Portal shall be accepted by the County. Bids will be received until **10:00 a.m. (local time), Monday, November 30, 2026**. NO BIDS WILL BE ACCEPTED AFTER THE BID SUBMISSION DEADLINE.

Your bid shall be firm for a period of ninety (90) days after the time set for public opening.

Questions will only be accepted until the question submission deadline: Monday, November 9, 2026 at 5:00 pm, via the Q&A Tab in the County's eProcurement Portal.

**Contract term:** The contract period shall extend for three (3) years from the Contract's effective date. The Contract may be unilaterally renewed, for 2 (two) additional year periods at the same prices, terms, and conditions.

**Evaluation:** The County will evaluate all bids based on price, completeness of the bid documents, compliance with the solicitation instructions, and the respective bidder's ability and resources to complete and fulfill the work. The County reserves the right to make multiple awards to the lowest, responsive, and responsible bidders based on group or the unit item price, whichever is the most advantageous to the County.

**Qualifications:** Responsive, responsible bidders must hold appropriate state/local licenses in Underground Utility and Excavation and NASSCO certifications. You shall submit a list of at least three references, a list of equipment and facilities available to complete the work, and a list of personnel, by name and title, contemplated to perform the work.
