Third Party Commissioning Services

The City of Clearwater is seeking sealed proposals to provide independent third-party commissioning services for capital projects undertaken by Public Works and other City departments as needed, from procurement and design through construction, startup, final commissioning, and warranty activities.

Submission

It is recommended that proposals are submitted electronically through the City's e-Procurement Portal located at https://procurement.opengov.com/portal/myclearwater. E-mail or fax submissions will not be accepted.

**Due date and time:** Tuesday, December 8, 2026, 10:00 am. All times are Clearwater, Florida local times.

Proposal shall remain firm and unaltered after opening for 120 days.

Evaluation

The City evaluates three (3) categories of information: responsiveness, responsibility, the technical proposal/price. For this RFP, the criteria that will be evaluated and their relative weights are:

The City at its sole discretion may create a short-list of the highest ranked proposals based on evaluation against the evaluation criteria. Short-listed proposers may be invited to give presentations and/or interviews.

Contract Begins: February 2027.
