What the bid is for

Walker County Government (also referred to as Walker County Fire Rescue) is soliciting proposals from qualified vendors ("Vendor") for the purchase of five (5) new purpose-built custom Class "A" pumper apparatus, meeting or exceeding the minimum specifications outlined in this RFP. All apparatus shall be new and of current design and manufacture. Used, refurbished, or previously titled equipment is unacceptable.

The County's overall goal in soliciting these proposals is to identify the most responsible and capable Vendor that meets the requirements of this RFP while providing the County with the best overall value, service support, warranty coverage, reliability, and reasonable cost.

Scope

The apparatus shall conform to the requirements of the applicable NFPA 1901 Standard for Automotive Fire Apparatus, current edition in effect at the time of purchase, insofar as the standard applies unless otherwise indicated within these specifications.

Chassis and cab

The chassis shall be a purpose-built custom fire apparatus chassis. The apparatus shall include, at minimum:

  • Minimum 450 horsepower engine;
  • Automatic transmission;
  • Valve-train auxiliary braking system;
  • Heavy-duty braking system;
  • Anti-lock braking system;
  • Single-color red finish;
  • NFPA-compliant all-LED lighting package;
  • Federal Q2B siren with siren brake;
  • Seating for a minimum of four (4) personnel;
  • Backup camera; and
  • Three (3) water-level indicators.

Body and pump

The apparatus shall include, at minimum:

  • Compliance with applicable NFPA and ISO requirements for a Class "A" pumper;
  • Minimum 1,500 GPM fire pump;
  • Hale or Waterous single-stage pump;
  • Minimum 1,000-gallon booster tank;
  • Two (2) 1¾-inch crosslays sized appropriately to accommodate true 1¾-inch hose;
  • One (1) 2½-inch pre-connect (crosslay);
  • One (1) 2½-inch rear discharge;
  • ISO complement of ladders;
  • Four (4) spare SCBA cylinders in wheel-well storage;
  • Roll-up compartment doors;
  • Two (2) hard suction hoses mounted on the apparatus; and
  • Pre-plumbed, top-mounted masterstream device (Deck Gun).

Delivery

The Vendor and Walker County recognize that time is of the essence and that Walker County will suffer financial loss if the new Class "A" pumpers are not delivered within **365 calendar days** from the date the contract is awarded. [...] Vendor shall pay Walker County **$200.00 per calendar day** for each day the apparatus delivery exceeds the contracted delivery requirement, unless a different delivery schedule is mutually agreed upon in writing and incorporated into the contract.

The apparatus shall be delivered under its own power by the manufacturer to ensure proper break-in of apparatus components while under warranty.

Additional information

All proposals shall be submitted under sealed cover and delivered to:

Walker County Government
Attention: Lisa Richardson, County Clerk
101 South Duke Street
P.O. Box 445
Lafayette, GA 30728

Vendors shall submit Two (2) complete original hard copies in a sealed envelope and one (1) PDF copy on a flash drive. The outside of the envelope shall be clearly marked.

The final date for RFP submission and the RFP opening is **November 24, 2026 at 2:00 p.m.**

Award shall not be based solely upon the total proposal price. Cost will be a significant factor; however, the County will also consider the overall value offered by each Vendor.

The successful manufacturer shall provide a minimum of two (2) County inspections at the manufacturer's expense.

The successful vendor will be responsible for providing an executed E-Verify S.A.V.E. document.

Prices are to remain firm for sixty (60) calendar days after the date of the opening.
