Howard Coffin Park Swimming Pool Repairs

The City of Brunswick, Georgia (the City) will accept sealed technical and fee proposals for swimming pool repairs at Howard Coffin Park as described in the attached schedules until **10:00 a.m. EST on Tuesday, November 10, 2026**. Service providers are invited to submit proposals that meet the requirements of this Request for Proposals (RFP).

The City is advertising for qualified service providers to provide repairs to the swimming pool facility at Howard Coffin Park for the City of Brunswick, Georgia.

The City is issuing the RFP to secure repair services for the swimming pool facility including, but not limited to, the following tasks:

• Identification and repair of a water leak at or near the expansion joint of the main pool;
• Repair of tiles and plaster of pool walls and floors;
• Repair of pool deck;
• Repairs to plumbing seals, valves, fittings, chemical injectors and other appurtenances

The list of identified repairs necessary at the Howard Coffin Park swimming pool facility includes repairs at the main pool (lap pool), the zero entry pool (kiddie pool) and the plunge/slide pool. The repairs include both structural repairs at the pools as well as repairs to the plumbing facilities and the surrounding pool decks.

Main Pool (Lap Pool)

• Repair leaking expansion joint
• Replace all waterline tiles and repair grout
• Repair cracked wall plaster at steps
• Full resurfacing of wall and floor following draining of pool & repair
• Replace cracked skimmers (14)
• Replace rope anchors
• Repair inside pool return discharge
• Replace Auto Fill
• Replace all Backwash valve seals
• Replace Filter Discharge seal
• Replace leaking 6” valve
• Replace leaking 8” – 90 degree fitting
• Replace pump
• Replace chemical injector probes (2)
• Replace Water Wheel
• Replace leaking line valve
• Replace filter sand
• Repair deck tiles and mortar as needed following repairs
• Surface treatment of entire deck (24,300 sq. ft)

Zero Entry Pool (Kiddie Pool)

• Replace Waterline tile and grout
• New pool plaster coat
• Replace Return Valve seal
• Replace leaking Water wheel
• Replace chemical injector probes (2)
• Replace backwash line seal
• Replace safety caps at base mounts inside pool

Plunge / Slide Pool

• Replace main pump seals
• Replace chlorinator seal
• Replace chemical injector probes (2)

The proposal responses shall include itemized pricing of the identified repair items. Appendix A includes a list of the repair items. The form shall be completed with pricing for each item and project totals and included as part of the RFP response.

**Submission:** The envelopes containing the proposal must be sealed, and addressed to Attention: Tim Nelson, Project Manager, City of Brunswick – Public Works, 525 Lakewood Avenue, Brunswick, Georgia 31520. All proposals must be marked “Howard Coffin Park Swimming Pool Repairs RFP 2026-03”. The Service Provider will submit **an original and five (5) copies** of their proposal. Proposals received after the scheduled bid opening time and date will remain unopened and will not be considered. Proposals must be valid for ninety (90) days following the opening date.

**Required documents:** Itemized list of repairs (Appendix A) with proposed pricing and project total; subcontractors; three (3) references; proof of contractor’s insurance including worker’s compensation and liability insurance, at a minimum; *Oath*, *Representation Affidavit*, *Contractor’s Affidavit (E-Verify form)*, *Subcontractor’s Affidavit* (if applicable), *Drug-Free Workplace Certification* and *W-9 Form*.

**Evaluation:** It is the intent of the City to evaluate the proposals based primarily on price and to choose the service provider whose proposal best represents the best value to the City. Proposal evaluation factors shall also include experience with similar projects and ability to meet the intended project schedule.

**Contract term:** The term of this contract shall be 90 days from Notice to Proceed. The City reserves the right to assess penalties in the amount of **$1,000 per day** for delays beyond the project schedule.
