Proposals will be received using AASHTOWARE PROJECT BIDS * BID COMPONENT (PROJECT BIDS) SOFTWARE, until **11:00 AM on November 20, 2026**.

Special Notices

• Beginning with the August 2026 letting, the Department will no longer require the use of the Departments e-ticketing Portal for all electronic tickets for asphalt construction. Section 110 in the 2024 supplemental specifications will control the requirements for e-ticketing.
• All iron, steel, coatings and construction materials permanently incorporated into federal-aid projects must be produced in the United States of America, with a minimal use of foreign materials and coatings permitted up to one-tenth of one percent (0.1 percent) of the total contract cost or $2,500.00, whichever is greater.
• Bidders are requested to check the expiration date of their Certificate of Qualification or Registration. If the certificate is within 90 days of expiration, the Department encourages each Prequalified Contractor and Registered Subcontractor to submit an application for renewal as soon as possible. All applications must be received not less than ten (10) days before the Let Date.
• Beginning June 1, 2025, all contractors will be required to submit their applications through Vendor Portal.
• PI#0016469, currently scheduled for the December 2026 letting, will be let using a Model as Legal Deliverable (MALD) approach.
