What the bid is for

The City of Boise Public Works Department is requesting proposals from qualified firms or individuals (Commissioning Agents) to provide building and systems commissioning services for new facilities and existing buildings across all City-owned facilities. Services will be requested on an as-needed basis through negotiated Task Orders.

It is anticipated that the City will award contracts with three (3) or more consultants selected from this solicitation for an initial term of one (1) year, with the possibility of four (4) one-year extensions.

Scope

For new construction and major renovation projects, the Commissioning Agent may provide services during the planning, design, construction, acceptance, occupancy, and warranty phases. Services may include developing or reviewing the Owner's Project Requirements and Basis of Design; reviewing designs, specifications, control sequences, and submittals; preparing commissioning plans, specifications, test procedures, schedules, and issue logs; coordinating commissioning activities; observing installation and startup; reviewing contractor documentation; conducting or witnessing functional performance and integrated systems testing; tracking deficiencies through resolution; reviewing operations and maintenance documents and staff training; and completing seasonal, post-occupancy, or warranty-phase testing. The Commissioning Agent will provide a final report documenting testing, findings, unresolved issues, and recommended follow-up actions. [...]

1.2 Existing Buildings

For existing buildings, the Commissioning Agent may provide existing-building commissioning, retro-commissioning, recommissioning, monitoring-based commissioning, and related technical services. Services may include reviewing available building documentation, utility data, work-order history, and building automation system data; interviewing facility staff and occupants; investigating existing conditions; analyzing system controls, operating schedules, setpoints, alarms, energy and water use, indoor-air quality, and occupant comfort; conducting functional performance testing; and identifying operational improvements, repairs, maintenance needs, and capital improvements.

  • Mechanical: Heating, ventilation, air-conditioning, exhaust, central plant, hydronic and air-distribution systems, and testing and balancing.
  • Building Automation and Controls: Building automation and energy-management systems, field controllers, sensors, actuators, control sequences, schedules, alarms, trend logs, graphics, and interfaces among commissioned systems.
  • Plumbing: Domestic water heating and distribution, recirculation systems, pumps, plumbing fixtures, mixing valves, and associated controls.
  • Electrical: Electrical distribution, generators, automatic transfer switches, lighting and lighting controls, emergency lighting, utility metering and submetering, renewable energy systems, energy storage, and associated controls.
  • Building Envelope: Roofs, exterior walls, windows, doors, insulation, air barriers, waterproofing, and other thermal, air, and moisture-control assemblies.
