What the bid is for

The Baltimore County Department of Health (herein BCDH or the County) is seeking a contractor of wheelchair van and ambulance transportation services to provide non-emergency trips to and from medically necessary covered services for eligible Baltimore County Medical Assistance recipients (and when necessary, their escorts) who have no other means of transportation available. This may also include non-Baltimore County Medical Assistant recipients as determined by the County. All transports are mode appropriate, which is the least costly given the recipient's medical needs. Transportation must be provided twenty-four (24) hours a day, seven (7) days per week, three hundred sixty-five (365) days per year as requested and detailed below.

Scope

Ambulance transports will include: Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Registered Nurse (SCT/RN), Specialty Care Paramedic (SCT/P), and Neonatal (NEO) depending on the level of care necessary to transport the recipient and in accordance with standards set forth by the Maryland Department of Health (MDH) and Maryland Institute for Emergency Medical Services Systems (MIEMMS) or other governing entity.

Wheelchair transports will include regular wheelchair (WC); extra wide wheelchair (WXW); electric wheelchair (WEL); wheelchair scooter (WSC); wheelchair specialty (WSP) transports and in accordance with applicable Public Service Commission and any other governing, licensing, or insuring standards.

All transports performed on behalf of this contract regardless of mode shall include twenty (20) loaded miles.

The contractor shall provide mode appropriate transportation for eligible Medical Assistance recipients who reside in Baltimore County (and occasionally other Medicaid recipients when approved by the BCDH) to and from the appropriate place of medical care, including hospital discharges and transfers.

The contractor must declare that at least fifty one percent (51%) of wheelchair and ambulance transports will be provided by the contracted vendor and not subcontracted.

The contractor must substantiate the ability to directly provide the following services:

  • Basic life support (BLS) ambulance service (which will include bariatric). FY 26 number of these transports was 8,815
  • Advanced life support (ALS) ambulance service. FY 26 number of these transports was 94
  • Specialty care transport (SCT) ambulance service (which will include SCT/RN and SCT/P). FY 26 number of these transports was 47
  • Neonatal transports (NEO). FY 26 number of these transports was 1.
  • Wheelchair van service (includes both standard and oversized - aka extra wide wheelchairs). FY 26 number of transports was 16,781.

The contractor must agree to provide door-to-door service and door-through-door service as may be required. [...] The contractor must agree to provide routine pre-scheduled medical transportation for patients, Monday through Friday, 6:00 a.m. to 7:00 p.m. [...] The contractor must agree to also provide prescheduled medical transportation on non-traditional appointment days (Saturday and Sunday) and varying times as approved by BCDH.

Additional information

The Bidder shall complete EVERY space in COLUMN B - BIDDER'S SPECIFICATIONS column. COLUMN A contains the County's minimum specifications. In COLUMN B, the County is asking that the bidder indicate services will be performed exactly "As Specified" next to each item in COLUMN A. If the service being bid is not as specified, a full explanation of the deviation must be given in COLUMN B. If space does not permit in COLUMN B, the Bidder may provide supplemental pages with the bid response, detailing any deviations from the County's specifications.
