What the bid is for

Middlesex County is seeking proposals from qualified TransitTech vendors to operate, manage, and continue the County’s established Ride On Demand (RoD) turnkey microtransit program without disruption, and to implement the incremental expansion pilots identified under the County’s Continuity, Capacity & Expansion (“RoD CCE”) Model. The CCE Model does not require the County to “spend more” — it is a strategy to coordinate more, share more, utilize existing assets better, and serve more residents per public dollar.

Scope

The selected vendor will deliver a turnkey service including software and operational ecosystem designed to optimize public transit delivery, and will support the County in:

  • (a) a data-informed, phased five-mile expansion of the current service boundary;
  • (b) a public engagement strategy for that expansion;
  • (c) an interlocal agreement model with potential regional and institutional partners; and
  • (d) a first mobility-hub pilot serving the Perth Amboy Magnet Schools.

Additional information

Proposals shall be submitted electronically via the Middlesex County's Electronic Procurement Portal https://procurement.opengov.com/portal/middlesexcountynj

**Proposals are due Tuesday, November 17, 2026, at 11:00 am prevailing time.** The proposal opening will be live streamed via Zoom.

The methodology for the awarding of Competitive Contracts shall be based on an evaluation and ranking that meet the County’s specific needs. The award shall not solely be related to the cost of services.

Received opened proposals shall remain firm for a period of sixty (60) calendar days.

This is a firm fixed contract, prices firm, FOB destination.

In accordance with the DBE Interim Final Ruling (IFR) effective, October 3, 2025, this project has no DBE goal.

Award of contract: December 17, 2026. Commencement of services: January 1, 2027.
