OPERATION, MANAGEMENT & MAINTENANCE SERV FOR THE GOLF COURSE & CLUBHOUSE FACILITY AT ROCK SPRING

Pursuant to N.J.S.A. 40A:11-4.1 et seq., the Township of West Orange (the “Township”) has issued a “Request for Proposals for Operation, Management, and Maintenance Services for the Golf Course and Clubhouse Facility at Rock Spring Golf Course,” dated October 15, 2026 (the “RFP”). This procurement is being undertaken pursuant to competitive contracting provisions of the Local Public Contracts Law as specified under N.J.S.A. 40A:11-4.1(b)(2).

Rock Spring Golf Course, located at 90 Rock Spring Road in West Orange, Essex County, New Jersey is a unique facility spread across 137.92 acres.

The Facilities that are the subject of this RFP include:

Rock Spring Golf Course, located at 90 Rock Spring Road in West Orange, Essex County, New Jersey is a unique facility spread across 137.92 acres. Rock Spring is home to an 18 hole Par 71 golf course designed by noted architects Charles “Steamshovel” Banks and Seth Raynor.

The Rock Spring Clubhouse, located on the Rock Spring Golf Course is a 26,400 square foot two (2) floor structure which includes casual and formal dining rooms, banquet facilities, and a seasonal outdoor patio area with a built-in barbeque equipment, and a swimming pool overlooking Cable Lake. The amenities include men’s and women’s locker rooms, a card room, and a golf shop that measures approximately 1,100 square feet. The second floor of the Rock Spring Clubhouse is occupied by the ladies locker room and administration offices located at the North and South end of the building. The Rock Spring Clubhouse also include a full services Pro Shop area as well as two (2) full bar areas. Although not physically located in the structure, the concession areas on the Golf Course, including the “Halfway House” shall be considered part of the Rock Spring Clubhouse under this RFP and any awarded Contract.

Sealed proposals, clearly marked with the title and name and address of party making same, must be received by the Township on or before **1:00 pm, prevailing time, on November 13, 2026**, and will be publicly opened and read at that time in the Council Chambers on the same day.

Each Respondent shall submit one (1) original and nine (9) copies of its proposal, together with a PDF of the proposal on a CD or jump drive, in sealed envelopes bearing the name of the Respondent and marked: "GOLF COURSE OPERATIONS, MANAGEMENT AND MAINTENENCE SERVICES"

**Registration is required.** Each Respondent must register with the Township. Details regarding registration are contained in Section 1.7 of the RFP.

Bid security in the form of a certified check, cashier's check or proposal bond in the amount of **$20,000** must be submitted with the Proposal, which will be forfeited to the Township as liquidated damages if the Successful Respondent fails to properly execute and deliver the Contract and performance security as required by the RFP.

Site tours of the Golf Course Sites will be conducted immediately following the Pre-Proposal Submission Meeting.

The Township reserves the right to reject any and all proposals, to waive any informalities or to accept the proposal that, in its judgment, shall be determined to be in the best interest of the Township.
