This Bid Solicitation is issued by the Department of the Treasury, Division of Purchase and Property (Division), Procurement Bureau, on behalf of the New Jersey Department of Labor and Workforce Development (NJDOL), Division of Workforce Development (Workforce).

The purpose of this Bid Solicitation is to solicit Quotes for the NJDOL for a comprehensive, web-enabled Commercial off the Shelf (COTS) Software as a Service (SaaS), statewide Workforce Development Case Management Solution (the “Solution”) to replace the current workforce case management system, known as America’s One-Stop Operating System (AOSOS) that meets the business objectives of the NJDOL, established by State and federal requirements.

Scope

It is the goal of the State of New Jersey (State) to implement the Solution within one (1) year of Contract award. This timeline includes, but is not limited to, planning, design and configuration, conversion, training, implementation, and maintenance and operations.

All Quotes shall include all-inclusive pricing. The State may consider a phased implementation approach for additional program functions/modules as requested in Scope of Work, Section 4.0. The State does not wish to procure a software application still under development. The Solution shall be operational (i.e., not under development) and generally available before the due date of the Quote.

The Solution will:

  • Replace the existing case management system of record, known as AOSOS and ancillary workforce systems with leading-edge technology that will meet or exceed all business and technical requirements;
  • Integrate, scale, and consolidate the case management of federal, State, and local workforce programs, services, and activities into a centralized core Solution;
  • Provide leading-edge technology for self-service/virtual service delivery and electronic communication amongst all jobseekers/participants, employers, providers, partners, and the Workforce staff;
  • Provide functionality to capture document imaging and electronic signatures;
  • Allow for automated referrals from partner agencies, providers, and community partners including county and municipal welfare agencies for the management of Temporary Assistance for Needy Families (TANF), General Assistance (GA), and Supplement Nutrition Assistance Program (SNAP);
  • Interface with ancillary systems to improve data integrity for federal and State reporting;
  • Provide data conversion, data migration, and integration strategies;
  • Maintain comprehensive federal and State required reporting, while enhancing functionality to include ad-hoc reporting and query capabilities that allow for continued data interoperability;
  • Enhance and offer new opportunities for tracking enrollment, progress, and outcomes across programs and partners contributing to our statewide workforce program including the One-Stop Career Center (OSCC) network; and
  • Allow for ongoing adaptability to accommodate potential legislative federal and/or State mandates.
