Voting Machine Equipment, Software Licensing, Consumables and Related Services

The County of Ocean is a County of Fifth Class as defined in N.J.S.A. 40A:6-1 et seq. Pursuant to N.J.S.A. 19:44A-20.4 et seq., the County of Ocean requests proposals from firms capable of providing Voting Machine Equipment, Software Licensing, Consumables and Related Services for a two year contract term.

The successful vendor(s) must have a minimum of two years' experience in providing voting machines and auxiliary software licensing agreements compatible with the Election Systems & Software ExpressVote XL voting machines, related equipment and ElectionWare election management software currently owned and operated by the County.

The successful vendor must be able to provide voting machines and auxiliary software licensing agreements compatible with the Election Systems & Software ExpressVote XL voting machines, related equipment and ElectionWare election management software currently owned and operated by the County.

Maintenance/Repair

The vendor shall provide all labor, equipment, tools, material, transportation and services necessary to perform the maintenance/repair for the ExpressVote XL Machine, DS450, DS950, and other related equipment.

Routine preventative maintenance services shall be performed on all equipment. All maintenance work shall include full maintenance service to include all repairs, service and parts for one cost per year.

Including:

• On-call support
• Dispatch a technician to perform preventative maintenance inspections and remedial maintenance calls
• Parts shall meet the original manufacturers' standards or be of an equivalent quality

Licensing

• 2 year software license hardware and software warranty for the HMA ExpressVote XL, HMA DS450, and HMA DS950. Provide details on all parts and equipment warranties.
• Licensing support shall include new software releases or enhancements, telephone support, web support and report diagnostic and repair service for the hardware/software products.
• Inclusive of any mandatory software updates for ExpressVote XL Machine, DS450, DS950, workstations, remote laptops and other related equipment.
• Firmware Licensing for ExpressVote XL, HMA DS450 and HMA DS950.
• Licensing for ElectionWare Election Management Software with English Language Synthesized Voice File, Regional Transmission Software and Synthesized Audio Capability.

Provide Cost Proposal

The vendor should provide cost proposals for the following equipment/consumables/services:

• Equipment (this equipment must include a 1 year hardware warranty): ExpressVote XL Machine, ExpressVote Printer, DS950 High-Speed Scanner and Tabulator
• Consumables: Paper Roll, Paper Path Module, Cart, Privacy Curtains, Voter Light, Secure Card Container, Standard Backup Battery, Universal Voting Console Keypad with Headphones, Rolls for DS450, Rolls for DS950, ExpressVote XL Entire Wheel Assembly
• Services: Project Management Day, Tabulation Equipment Operations Training, Tech Training, Poll Worker Trainers Training, Central Scanner Training, Election On-Site Support

All responses must be submitted electronically and must be received prior to **4:00pm, prevailing time** on the date on which they are to be unsealed.

Insurance

The contractor shall maintain primary insurance to protect against all claims under Worker's Compensation, Comprehensive General Liability and Automobile. Comprehensive General Liability: Bodily Injury - **$500,000** per person; **$1,000,000** per occurrence. Property Damage - **$1,000,000** per occurrence. Business auto liability minimum limit of **$1,000,000** per accident.

Ocean County Board of Commissioners will make award within sixty (60) days after receipt of proposals.

The County of Ocean is exempt from any State sales tax or Federal excise tax.
